This deck is intended as a super budget Talrand, Sky Summoner EDH deck.

This can very easily be upgraded through superior spells. I would begin by upgrading the cantrips.

The deck wins via swarming the board with drakes, or surprise Polymorph or Proteus Staff a drake into a board behemoth or two.
