Why is Emeria Angel not in here?
Pride of the Clouds is good in that you never have to actually play it. It makes a good mana dump.

You may want to run more lands... 31 is not enough for EDH especially since a lot of your things are cmc4 or more

Mana Leak was changed to Volition Reins : mana leak is not a good enough counter spell in EDH except if it is played in the first 3 turns. Volition Reins allows me to take control of their fliers, locking them down even more, or one of their nice planeswalkers. Plus, I had it in foil.
Seachrome Coast was changed to card:Journeyer's Kite: Much debate at the moment whether Mystic Gate should be replaced with Seachrome Coast. (Thoughts?) Either way, I took Coast out and replaced it with a land fetcher that not only is nice in general, adds nice flavour to the deck.
Reliquary Tower was put in, replacing a Plains : Pretty much need a hand increaser in the deck, or some cards will get rid of too many of my cards during cleanup.
Suntail Hawk was replaced with Swans of Bryn Argoll : SWANS! Also, suntail hawk felt like a weak addition to my deck, even with the low mana cost. Swans are an untouchable (almost) which benefits from my upgrades so much more.
Clone was replaced with Stormscape Familiar : Clone has been put aside, despite good general removal and being able to copy my better birds, for the familiar - which helps me cast the more expensive spells like Avacyn and Elesh Norn for slightly cheaper. Helps in the early game too due to its low CMC.

im not sure if Stormscape Familiar is legal in this deck as your not playing black because the color of a card in EDH is definened by its mana cost and color identifying abilities. I could be wrong about this but a better substitute for stormscape familiar would be Grand Arbiter Augustin IV either way.

I am not sure whether or not the word "black" is included in the colour identity. Either way, i think i am going to take Familiar out and replace it with Gustcloak Savior .
I will play-test the deck a few times, and think about whether or not I need the mana reducing cards in there or not.

In this case, I should probably keep it in - seeing as it is a bird and so will gain all my normal boosts.
I will take out Vapor Snag , seeing as it is not the most useful bounce spell (the 1 life is irrelevant in EDH anyway, it just becomes a slight pestering) - unsummon is a lot more useful.

ok i wasn't sure about that thank you for the correction. in that case keep the Stormscape Familiar it is a lower cost and will help more early game and still be a threat late game being a bird beater.

I would definitely keep mystic gate in over seachrome coast, because mystic gate enters the battlefield untapped 100% of the time and seachrome coast only enters untappd within the first few turns.

I don't think Talon Trooper and Aven Envoy do enough to validate a place in any EDH deck. There's plenty of early creatures that do more. Perhaps replace them with Augury Owl , Aven Mindcensor for example?
Also I love Meadowboon , but I'm not sure if he's worth it without a solid bounce-theme. Only Keeper of the Nine Gales and Venser, the Sojourner interact with it really well. Perhaps fit in Capsize instead of the Unsummon ?
How about Stormtide Leviathan as an extra Moat effect and big beatstick? Also, more lategame birds: Windbrisk Raptor , Glarecaster , Gustcloak Savior , Murder of Crows ? And for something crazy / control-ish, Dovescape . =)
I like the tribal tho, you don't see many Bird decks. +1

Ah I see you already playtested Dovescape .
I would say True Conviction is better than Windbrisk Raptor - it's cheaper, a little harder to remove being an enchantment, also gives blockers lifelink and the double strike is super sweet. Seeing the amount of creatures and +1/+1 counters you should be generating you shouldn't need Windbrisk Raptor for the beatstick.

Talon Trooper will go, Augury Owl will be put in.Aven Envoy has actually proved really useful, purely from the benefits he receives. He gets +2/+2 from Aven Brigadier , +x/+x from Kangee and benefits from card:Soulcatchers' Aerie, as well as all the other buffs, for only a 1 mana drop. I will have to think about taking him out.
I did indeed test Dovescape , it only got taken out due to the fact everyone's birds benefit from Kangee/Brigadier/etc, meaning people got some crazy amounts of birds out. And, it gives them something to attack with (Magus of the Moat ). On the topic of the moat, I will have to include Stormtide Leviathan . I will probably take out the Envoy (however much I love him) for it.
Unsummon is replaced by Capsize , Glarecaster replaces Coat of Arms (man, was the coat of arms got annoying in some games I played).

Personally I like True Conviction over Windbrisk Raptor . Having things on legs is nice, but in EDH, from my experience creature removal is more prevalent than enchantment removal.
Mystic Gate is a better land than any of the scars duals just because in EDH there is a slim chance in a 100 card deck that you'll have them out without being tapped. Slows down the game.
Since its hard to ramp in U/W, I'd suggest some more mana artifacts like Coalition Relic or Sol Ring .
I'd also think about dropping Brace for Impact , whic i assume is used on your general. Swiftfoot Boots or Lightning Greaves offers better protection

Brace for Impact is surprisingly useful - both for the general and the other multi-coloured creatures I have. It can generate a lot of counters which improve my power in the air by a lot.
I am looking into getting a Coalition Relic , and using it to replace one of the basic lands.
Sol Ring would be so useful, but until I get one I am not going to think about putting it in. They are hard to get hold of...
