Bizarre general to choose; while I love Circu, Dimir Lobotomist and his effects, they aren't very effective at all in a multiplayer singleton environment. With all your mill cards you might have more bang for your general's buck playing either Szadek, Lord of Secrets or Wrexial, the Risen Deep .

I chose Circu for his easy and cheap casting cost. As I discovered with Crosis, the Purger it was annoying trying to cast him quickly while worrying about everything else. Also, those guys rely on combat damage, and more importantly, to a player. Lastly, I don't usually play Multiplayer. When I get used to the format and such, then I might try a three way but for now I am doing 1v1

The fact alone that he exiles cards for every spell you play is enough to hamper decks. Just be aware that as soon as people see him as your general You have a large target painted on your head. Perhaps think about adding Echo Mage for more mill/copy enemy spells shenanigans.

Ah, I love that :D What should I remove for him?

If you are willing, perhaps remove the Circu, Dimir Lobotomist from your deck? That way, instead of drawing a slight (I exaggerate SLIGHT) dead card you have a creature that can serve as one of two things. One he eats a Lightning Bolt , or a Murder or a Counterspell , and leaves the rest of your things safe, or he levels up and becomes your opponent's worst nightmare. Add in Reality Spasm and watch opponents flip the table as you tap all their things and proceed to untap your Echo Mage just to copy Reality Spasm twice and proceed with untapping your land and him again for a continual loop, then toss in Dream Twist and juggle copies of that as you untap Echo Mage and calculate out the mana and copies, that's game. Best part, can be done during the end (Or even during!) a player's turn! Ignore this if you wish to keep friends XD

First off Circu, Dimir Lobotomist is my commander. Secondly, that combo doesn't work because Reality Spasm would have to resolve and be in the graveyard by the time you untap Echo Mage

So the commander is part of the deck? I thought they were separate from it. Nevertheless, maybe replace Royal Assassin ? Or do the people you play use a lot of tap abilities?

Yes, the Commander is part of the deck, but is taken out and put into the commander zone at the start of the match.
I kind of figured he is good for killing commanders lol Not to mention he is great for killing anything that taps, stops attacking creatures dead in their tracks, and I actually own one.

True, true, what about Lurking Informant ? Possibly replace him?

Is there any BLUE card you'd recommend taking out?

I feel like you may want to include cards like Agonizing Memories , Bamboozle , Coral Fighters , Grasp of Phantoms , Hinder , Spell Crumple , etcetera to get your opponent's stuff on top of their library, then you can get them out of the game with the next spell.
That business will help you get rid of your opponents' commanders.

Sorry for multiple comments, hehe, but Knacksaw Clique might be good as well.

Chronic Flooding only seems to be good if they get mana screwed or have a specific land they NEED to tap. Just doesn't seem good enough as a 1-of.
To be honest I'm not too worried about that. If they try using their commander I can always use Void Stalker , Cyclonic Rift , and Devastation Tide . To take care of unneeded threats I use Damnation , Plague Wind , Devastation Tide , overloaded Cyclonic Rift , and card:Black Sun's Zenith

Yeah, good point. But you could still use some of those cards to get rid of other things that they need before they even get to use them.

Oona, Queen of the Fae may be a good option here. There's a reason card:Painter's Servant is banned in EDH... She's got some late game punch that nets you some bodies.

Also, be aware that Leyline of the Void cancels out cards like card:Jace's Phantasm.
card:Jace's Archivist and card:Jace's Erasure may both be good especially if you cast Psychic Spiral . (Draw a ton milling with card:Jace's Erasure, then pitch it all with card:Jace's Archivist then recur it with Psychic Spiral .)

Yeah I know it does, but mill doesn't do well against self mill or graveyard lovers, so the Leyline along with other graveyard hate helps :)
This deck doesn't run draw mill, it is direct mill.

I understand that. However, In EDH a large hand = more options. More options = more mill. Drawing will pull double duty by allowing you to fill your hand with more mill spells and such, why not mill them as a result of your draw?
