If you need help with this deck I will help you out, just let me know. I was actually thinking of making a Commander deck with Shu Yun, the Silent Tempest myself. Not bad for a first deck and limited card pool!

My first thoughts are you need more draw and unblockable to let you get the most use out of Shu Yun's ability. More draw equals more double strike, more unblockable equals more double strike hitting life totals not creatures.

A few solid draw enchantments are Rhystic Study, Monastery Siege, and Mystic Remora. And there's a plethora of cheap draw spells. I'll link my Talrand deck at th end of the post so you can see some.

Solid unblockable enablers are Thassa, God of the Sea, Aqueous Form, Artful Dodge, and Distortion Strike. Additionally I loved View from Above in my Noyan deck, unless it gets countered you'll always have a noncreature spell to cast which also gives evasion.

2 prowess creatures that'd fit in here nicely are Monastery Swiftspear and Stormchaser Mage. Though pricey Monastery Mentor would be a beast in here.

I'd also suggest you check out edhrec.com and search your commander. It'll give you a good idea of what other people play in their Shu Yun decks and what might also work for you.

My Talrand deck is Sea calls, Sky answers and Noyan is The Versatility of Mana; they could give you ideas for UW cards.

The most important part of making a deck better is playing it. See which cards work, which you never feel the need to play/or are not pertinent, what you wished you had-and tweak your deck accordingly.
