I didn't realize that Guttersnipe could use Hands of Binding! You sir, are a genius. I recommend some kill spells though! You can check out mine, I think it's decent.

umm i greatly enjoy this because I love guttersnipe izzet and talrand.. but you need some more agressive stuff instead of artful dodge. maybe unsummon. it still costs one and it can remove threats

also mainboard a counterflux in for one dissipate. and you probably already heard this but snapcasters lolol

Budget is kinda a goal

Artful Dodge allows for pay 1 get a drake hit for two or hit for four and flashback for the same

ahhh gotcha. then Pillar of Flame if youre going budget. that card is sick

drop some hads of binding for that. it needs a little more aggressiveness. but other than that love the deck

Hands of Binding triggers snipe, talrand and stops aggro

well it does do that yes... but play test it against a true aggro deck like naya and you'll see that 4 hands of binding is too many. Just trying to help you.
