Okay, this is a Mono-Blue Voltron list. I've been recently experimenting with several monocolor commanders for this strategy (Nezahal, Primal Tide, Kefnet the Mindful and Evra, Halcyon Witness). This is one of those. The 8 power Tromokratis has puts it on the three hit clock. It also has excellent evasion, since if even one of the defending players creatures is unable to block Tromo gets through, thus the number of tap effects in the deck. The innate Hexproof is also a boon. Slap on a Fireshrieker and people will start to drop.

The main issue is getting Tromokratis to stick. Compared to Nezahal, Primal Tide Tromo has innate protection and evasion but lacks Nezahal's ability to generate card advantage and dodge mass removal. Thus we have to rely more on countermagic and trickier effects like Teferi's Veil to avoid Wraths. We also run Teferi, Mage of Zhalfir and Tidal Barracuda to stop instant speed ineraction during our combat step when Tromokratis is vulnerable. They also allow us to cast Tromo at instant speed, giving it pseudo-haste.
