Caged Sun will allow you to pull out your big ones. Mystic Speculation is the best deck weaving tool you can have on mono blue. Combine that with a Sensei's Divining Top and you will always have exactly what you need. Cryptic Command is flexible, Counterspell is cheap, Preordain for more deck weaving, Mystical Tutor for finding that instant or sorcery, Fabricate for finding your ramp or artifact tool, Telepathy so you can outwit all opponents, Elite Arcanist to abuse your counters, Mana Drain cause clearly Jace the Car Payment is on the cheaper side of blue cards, Force of Will cause we're already talking about expensive cards, Chasm Skulker because we're already drawing a lot of cards, Jace Beleren cause you should honestly run every version of Jace with Teferi, Capsize for delay tactics, Gauntlet of Might to see if you're even reading my post, Gauntlet of Power cause the last one was stupid, and have a merry Christmas.

Bahahaha good suggestions dagan94 i actually own a lot of those cards already but most of the more expensive ones i dont think ill be able to get my hands on. they are all great suggestions except your second to last one :P yes i was reading. Ill look into all the suggestions i accpeted. thanks though!

Lisforlucifer while that is a good suggestion there are only twenty some odd creatures in this deck and not all of those are the creatures required to trigger the quest. Also with all the draw i have odds are those same cards wont be top decked very often. It leaves me with less than a 1 in 5 chance of triggering it after I've managed to draw it out of 100 cards. In my opinion it just doesnt work here but i appreciate the comment and the idea! Ive always wanted to make a modern with leviathans and the such so ill keep this card in mind.

Blue has two things going for it imho... Crazy spells like Omniscience and big dudes. If you can't trigger the Quest for Ula's Temple you should either add more big dudes or you might as well play Talrand's Party of One

But I'm off the mindset that edh should be theme based, so I'm rather biased. :)

Thoughts:

Draw/deck tech

Rhystic Study - either massive card draw or you put the breaks on the game for your opponents
Recurring Insight - 10-12 cards in my experience
Mystical Tutor - nice as an instant
Descendant of Soramaro - hidden gem status given how little play he sees
Tomorrow, Azami's Familiar - gets more broken as you draw more cards

Misc

Leyline of Anticipation - I can't think of a single other card that has increased my win percentages more
Tolaria West - get the land you need
Academy Ruins - value
Phyrexian Metamorph - great clone

Control
Inundate - Wash Out - add to your bounce suite
Spell Crumple - hard counter, brutal on commanders
Time Stop - when it all just has to stop
Dismiss into Dream - shuts off a ton of stuff (Auras, Equipment, Pump Spells, Arcum Dagsson, Kiki-Jiki, Mirror Breaker, etc.. etc..)
Vodalian Illusionist - great rattlesnake card, can save one of your own guys if need be, and kills tokens
Proteus Staff - as close to an auto-include in blue as I get - serves as rattlesnake (especially for commanders), can get rid of the worst threats, can upgrade your creatures, etc...

Where control and tempo spells are concerned, single use counters/bounces, while not entirely useless, are condiderably less valuable in EDH.

To that effect, they're bounces, not hard counters, but Capsize and Temporal Adept are seriously annoying to opponents because they recur as long as they don't find a way to take them out of the game.

Swap Cranial Archive for Elixir of Immortality. Lower CMC and doesn't get exiled. Doesn't net you a card, but you can find the Elixir again.

Quicksilver Amulet seems great in here. As does Tinker. Caged Sun should definitely be mainboarded and along the same lines, have you considered Gauntlet of Power?

so looking at this all i can say is that it is really slow. And can easily be stopped. For starters a staple in any blue EDH deck is Deadeye Navigator, you can think of many ways to use his ability but most prominently you can use Palinchron and/or Peregrine DrakeNext up is your proliferation cards, they can help but most of the time are very situational, inexorable tide I'm lookin' at you. Seeing as the only thing they can be useful to you is Mind Unbound which can do fine on it's own.Third thing is some must have blue draw power, Sleight of Hand+Dig Through Time, these 2 cards can get you a good head start and let you g through a majority of your deck later.And last is a couple creatures, you don't have to take these to heart but i recommend them, Consecrated Sphinx+Solemn Simulacrum+Phyrexian Metamorph and an eldrazi that you should have to cycle your graveyard and avoid milling out, you can use either Kozilek, Butcher of Truth or Ulamog, the Infinite Gyre.

P.S. You should totally add Teferi's Puzzle Box because it lets you go through your deck like crazy and, come on it's got teferi's name on it, how could you not?

Also I didn't realize how much of a troll Declaration of Naught is if you get it out early enough or even late game. lol commander lock down as long as you leave at least 2 blue open (cuz you know, Stifle and Trickbind are a thing) so props to you on that one lol, I might look into getting one myself.

The deck is one big troll really. Every card is either draw or bounce something. You did fail to notice that the proliferate effects affect planeswalkers (my commander) as well. With how much draw and controlling what I draw next there is in this deck it is very easy to get a second planeswalker out. Yes i know that this deck is slow but from what i've experienced with it so far is that regardless of my opponents situation on turn 4 or 5 my deck steam rolls them. They get either tapped or mass unsummoned every turn and have to recast their entire hand. All that protects my planes walkers so they can get their power abilities off fast. The deck is a work in progress and constantly evolving, I really do like a lot of your ideas but some of the cards are to pricey for me at this exact moment. And yes Declaration of Naught is a huge troll! Im going to update the description soon to better explain the deck and why I did what I did.

wow complete derp there, totally forgot proliferate was any counter on anything lol. And yeah some of the cards i recommended or out of price range but its a nice goal. Something I thought of as an after thought was Words of Wind its a pretty straight forward card actually, espesially if you out number them and are bouncing things all the time you could use this very effectively, like drawing on thier turn.... a lot at their end step and activating this so they have to discard their beloved things. and Displacement Wave cuz screw tokens right? hey check out my EDH Self-Sacrifice Wins Games its you could take a look for me and see if you have any recomendation. all appreciated

So um i came here to look and i noticed something... Proteus Staff, Void Stalker, and Spell Crumple don't work the way you think they do any more. Recent updates to the commander format rules state as such: "If a Commander would be put into a library, hand, graveyard or exile from anywhere, its owner may choose to move it to the command zone instead." So bouncing the commander into their hand or library no longer function as "permanent" removal. However Declaration of Naught still makes your opponent cry. Just figured I should point this out :D

I did not know those new rules so thank you! Either way though' they are still very effective ways of removing a commander from the game. Their casting cost still goes up every time they cast them from the command zone right?

Proteus staffs ability is so cheap and the ammount of bounce I have makes them getting a creature worth the cost.

Void Stalker is a different story though so he might be getting replaced. Spell Crumple is still recycleable though so it gets to stay.

I did have Words of Wind in here at one point and having to return my own things was too painful.

_-Orvos-_ No problem man, and yes cost still increases as always. Also as a fun thing, some things you could consider are Decimator Web, Shimmer, and Sphinx's Tutelage. Web because even if you can only do it once they have a poison counter which can be proliferated by other things. Shimmer because... well even if your not facing a mono colored deck you are removing lands per turn. And tutelage cuz box synergy.
