A revision of my existing Izzet Guild deck, partially inspired by a budget decklist posted on http://www.reddit.com/r/magictcg by /u/Mekkakat.

Counterspells and burn to weaken the opponent team if necessary, made cheaper and more damaging by the Electromancers and Guttersnipes, with the primary win condition being attacks from Nivix Cyclops in combination with Teleportal and Armed and/or the Mizzium spells. Young Pyromancer adds additional chumps for blocking (and the potential for a hilarious Dragonshift overload).

Updates Add

Tweaked the deck and sideboard to increase the land base to 22. After playtesting I found that 20 lands was just too inconsistent, despite the obscenely cheap curve, because failing to drop third land on T3 is fatal in every game.

Theros spoilers have shown some interesting (and some strictly better) cards to put into this deck. 3x Dissolve will replace 3x Cancel with a fourth copy going into the sideboard. There's going to be at least 2x Spellheart Chimera in the sideboard, possibly the maindeck, because it provides a credible alternative win condition to the 4x Nivix Cylops that's cheaper and less vulnerable when attacking than Fluxcharger would be. The 3x Shock in the mainboard is going to be replaced with 3x Lightning Strike, with a fourth in the sideboard and 4x Magma Jet also sideboarded. Omenspeaker will also find a home in my sideboard for use against aggro decks.
