Oh yeah, I can't wait for that card to release. I almost feel like Wizards printed it just for all the sea creature EDH decks out there :)

I love this deck so deeply, thanks a lot for sharing it :)
On the version im building, i've put a lot more counterspells (3 mana ones), which are much easier to play and also really efficient in commander, imo.
For the ramp, why not Gauntlet of Power ? Maybe i missed the part where you removed it for a good reason, which i guess could be that you dont have only basic lands, but if you also play Quicksilver Fountain you become a hate genrator above everything you can imagine _
And since it's a blue ramp, i treated myself by putting some sphinx as well : Consecrated Sphinx and Sphinx of Magosi are extremely powerful in most of situations ;) (i replaced the elementals)
Memnarch is in my maybeboard, the huge generation of mana really put potential on this guy, it could even be an alternative general.
Anyways, great concept, i enjoyed all the playtests i've made, and also enjoyed modifying it to fit my preferences ! :)

I also tried something that is not quiet in the "theme" of the deck, meaning it's not fishy-bouncy, but that is still terrifyingly strong : the Mindshrieker. This guy can litteraly obliterate the opponent if it' not taken seriously, especially in a deck that generates so much mana.

Deadeye Navigator fits the theme and combos nicely with Great Whale for infinite land untaps. Imagine slamming the whale down repeatedly going "WHOOOSH! WHOOOSH! WHOOOSH! WHOOOSH!"
Also, blinking is a great defense against any targeted spell since it effectively counters them.

You're summoning enormous sea monsters and controlling the waves? Well, surely there would be some Flooded Shorelines. Which fit the theme of both bounce and the flavor.
Grozoth is a big dude. He's also a Leviathan that helps you find Inkwell Leviathan and Breaching Leviathan. If you add Deep-Sea Kraken then he could find him as well. Clone Legion and Denying Wind are also 9 CMC blue spells that you could consider but I wouldn't recommend all of them, obviously. That's a lot. Although Clone Legion does state "target player." Meaning you can just target yourself to double the number of sea monsters on your board.
Master of Waves is not a seabeast and does not bounce but I feel that his name makes fairly flavorful and consistent with the rest of the deck. He also synergizes well with all of the blue symbols your permanents have.
These recommendations were based on flavor first and power level second. So, if you don't think they're good enough, I get it.

I may consider Grozoth again, if only for the transmute ability to get Breaching Leviathan, since that's such a strong effect. As you mention some of the recommendations lack in power level, which is why I've cut things like Master of Waves and Deep-Sea Kraken from previous iterations of the deck. For anyone looking for more flavor in their sea themed deck those are excellent suggestions though! Thanks Midwest!

What do you think about Time Warp and Temporal Mastery? Vapor Snag? Another really good card that comes to mind is Mystical Tutor. Also, Dig Through Time and Treasure Cruise can help out alot, along with the other low cmc drawing card spells :)

I don't think I'll go all-in on the extra turns. I put in Part the Waterveil because you know, water, and because I got a foil and it looks amazing. Regarding Vapor Snag, I like the spells that single-target to at least hit nonland permanents, so I'd probably pass there. Treasure Cruise has been in for a while for theme. Mystical Tutor and Dig Through Time I will consider since they would both be useful, and I don't mind the delve on Dig since I don't have many ways to interact with my graveyard. Thanks Duckling!

Archetype of Imagination doesn't have a sea/water theme like all the other creatures do. It's an arbitrary restriction, but keeps the deck from being too powerful for what I'm trying to accomplish. I'm okay with an enchantment that costs less doing the important part for me, which is making my giant dudes fly.

Okay, but despite his theme being off, archetype also accomplishes the important feat of making sure your opponents creatures do not have flying. So like, Aboshan actually does some work in this case.
You know you need a Proteus Staff. Probably want a Homarid Spawning Bed

Proteus Staff seems a little too random in this deck even with the scry ability, but I guess that could be fun. Homarid Spawning Bed seems neat, but I wouldn't have a plan for the tokens other than to have a wall of chumps and maybe some extra card draw from Bident of Thassa and Coastal Piracy. It's for sure a prime candidate for the honorable mentions section, which is where Quest for Ula's Temple resides since I found it underwhelming because of the lower creature count I run.
And now I'm actually considering putting in Archetype of Imagination since it's a win condition. If it does go in, I don't want this to be a slippery slope of good stuff being added to the deck.

I have been following this deck since mid-summer last year and I have to say that I love this deck. My friends had been trying to get me to play edh and when I found your deck I thought that "this is a deck I would want to build". I built it about 3 months ago and ever since then have been updating it with the revisions you have been making. When I say this deck is awesome that is an understatement.
Anyway have you thought about maybe adding Dark Depths?

I know it's out of theme, but Artisan of Kozilek is my favorite combo with Riptide Shapeshifter as it allows for you to cast a 10 mana beater and whatever else you would want to get out on your field. Plus, not many people prepare for an eldrazi against a mono blue deck. Palinchron is another fun card, but that would probably interfere with Draining Whelk a good 50% of the times you try to play it with Riptide.
