archerwizard: Mainly because I don't have one yet. I also don't want to run too many legendaries, because I want to have some targets to copy with Rite of Replication and Cackling Counterpart . Also, Dracogenius is a little bit more inconspicuous in 4 player games where you want to avoid painting a target on your head. He doesn't represent an instant combo-kill with Curiosity or something of that nature, so people don't freak out when they see it come into play. I like to play like I'm not a threat until I'm ready to win.

Did you mean to call this the "Afforda-bolt Care Act?" I think that title makes a better pun.

Anyway, I really like this deck. My biggest recommendation is including Spite of Mogis because you're running a total of 32 instants and sorceries right now. That's a ton of damage to the face for only one mana. You might also consider Isochron Scepter or something of the like, for synergy.

I know Scroll Rack and Sensei's Divining Top are out of your price range, but a good alternative is Crystal Ball . It'll help you setup your deck so that you always get the bolt when you need it, or if you don't need it, gets you an extra draw.

@GibsonJunkie: Nice pun! Unfortunately, Spite of Mogis can only target creatures (I thought it could hit players when I first read it too). That aside, it could still be a useful piece of removal for the deck to have. If only it was instant speed so it could be fetchable with Firemind's Foresight , then it would be a shoe-in!

@SprinkKnoT: I actually have been considering Crystal Ball for a while. It seems like it would be a nice addition in lieu of the Top and Rack for setting up my draws, but I'm not sure what would be a good drop for it.

Also, I think this deck would really like Dictate of Kruphix . It's a Howling Mine with 2 blue devotion tacked on, but the flash is just icing on the cake since I'll be getting the first draw off of it before people can remove it. I'm thinking dropping Propaganda would be the right choice. But of course, it's always difficult picking out what to drop so I would appreciate any suggestions you guys have.

if you were looking for things to take out, Soothsaying , Propaganda and Omniscience would be the first three that came to mind. Crystal Ball is really good, I used to run it in Melek before upgrading to Scroll Rack . Eyes of the Watcher is also an interesting one.

I would say add Spite of Mogis , and Repercussion Just so if you do need to do damage to a creature with any spell it is thrown at the player as well, then I would also add Satyr Firedancer So it could have the chance of bouncing back and fourth. Just an idea for you.

in a further note, perhaps a Lightning Greaves or a Swiftfoot Boots wouldn't be bad options either per Josijo. Also, if you are playing 1v1 and are playing Master of Waves perhaps play the devotion angle and play Opposition and Young Pyromancer to lock down opponents

I don't really see the need to protect against those effects, considering that I can just send my commander back to the command zone. My deck doesn't really NEED the commander to win, unlike a Voltron deck. If he got targeted with a Chaos Warp , that would be unfortunate, but then again that's what Counterspell is for :)

There are other tuck cards like Spin into Myth and Condemn . But you are right about other win cons, I think to better hit them you can use Fact or Fiction or Steam Augury or around your $10 dollar range Consecrated Sphinx so you can draw a bunch more cards

OMG Spin into Myth LOOKS AMAZING, MUST FIND A SPOT!

The look on my opponent's face when I respond to him drawing a card with his Sensei's Divining Top with Spin into Myth would be priceless. I can remove the top AND tuck away their commander all in one fell swoop. Beautiful. It is a bit slow though, I'll think about it.

Spin into Myth is really good because you can also put one of your creatures on top of your library (to save it) and then fateseal an opponent's library, controlling up to the next two of their draws. Plus as you said, general tucking.

I think that Hinder would be more usefull that Arcane Denial or any other Counterspell . You should find a place for Spin into Myth . In duel, removing an opposing commander for a long time could mean victory versus some deck that are too much dependant of their commander. Void Stalker is not bad too if it can survive one turn or could prevent your opponent from playing their commander until they find a way to remove it. Perplexing Chimera could be very annoying too for your opponent. You should play Tolaria West to fetch your good land like Nykthos, Shrine to Nyx . I would cut Turn / Burn for Pongify maybe. Your deck is awesome and can easily win versus non-budget deck. I'm wondering what would you add and cut from your deck if you add more budget (around 20-25$ max per card)? Consecrated Sphinx is over the price limit but is so good! Maybe you could find a moderately play version around 10$. I use to buy them at 1.50$ each a long time ago! Diluvian Primordial could be usefull especially in multiplayer but I don't know what I would cut for it.

You should definitively add more tutor in your deck.Look for the blue one in this link: http://tappedout.net/mtg-decks/list-of-edh-tutor-cards/?cat=color Merchant Scroll and Mystical Tutor would be sick in your deck and Under 10$. Vedalken AEthermage could fetch surprisingly 7 Wizards in your deck. Muddle the Mixture could replace maybe Dissolve . Distant Memories and Long-Term Plans are playable. Missing from the list is Acquire , a really good card and cheap ($). Bribery is sick but over your budget limit. I would cut Dictate of Kruphix , Caged Sun and Dictate of the Twin Gods from your deck. When I playtest your deck, Archaeomancer is always usefull. Maybe adding similar card like Izzet Chronarch , Mnemonic Wall , Pull from the Deep , Call to Mind , Relearn or especially Mystic Retrieval could be good. I would prefer Sorcery/instant over creature because you can more easily combo or chain them. I could easily imagine playing Mystical Tutor to fetch Pull from the Deep , returning Mystical Tutor and another Spell to your hand and so on the following turn. Whelming Wave , AEtherize or Evacuation could be a life saver. Followed Footsteps could be really powerfull. If it wasn't of the price limit, I would add Snapcaster Mage and Cryptic Command but what make your deck so interresting is it price limit.I hope that you like some of my suggestion. Knowing what to cut is the hardest part.

I deserve nothing. Feel free to take some,all or none of my advices and to give a short or a long reply. I like so much this game! I play since nearly the begginning (around Ice Age) but discovered the Commander format since only one year. I hear about it before but never tried it. I administer a facebook group of players in my area and we have now nearly 100 players in our community and I like to give advice to others when its appropriate. The true is that your deck is so cool because he's cheap and he's winning and playing in a way that I'm less familiar with or that I normally less prefer so I'm not sure my advice are all good advice. I like everykind of deck, except maybe one shot combo but I like winning usually with creature and removal. I like to play Golgari, Dimir or Orzhov (i like a lot playing black) so Izzet is not my favorite one normally. I remember advising you to add Aftershock and other card and you did it but I can't find my old post. I have 4 Commander deck myself and i like to playtest those versus your deck. My deck are private at the moment and I'm still modififying them at the moment. I will make them public eventually. P.s.: Sorry, english is not my first language!

@Soularm: Sorry about the delayed response, it's been a busy weekend for me!

Thanks for all your suggestions! My deck is a bit out of the ordinary compared to most EDH decks. It's sort of a U/R good stuff deck, with occasional explosive plays when needed. I've always loved Izzet, so this is just what I naturally gravitate towards when I play magic. Keranos, God of Storms (or as I like to say "God of Value") is just so good.

I see that you recommended I should remove Dictate of Kruphix , Dictate of the Twin Gods , and Caged Sun . I can see pulling the dictates, but I'm definitely leaving Caged Sun in. It allows me to make some seriously explosive plays and take control when the time is right (especially when I have Leyline of Anticipation out). Not only that, but it will also pump Master of Waves and Talrand, Sky Summoner tokens to make them more of a threat.

Unfortunately, Mystical Tutor is a bit out of my price range, so that's going to have to stay out for now. If I ever manage to acquire one it's definitely going in.

Of the things you mentioned, Mystic Speculation , Merchant Scroll , Long-Term Plans , and Call to Mind all seem like cards that would be a good fit here. Long-Term Plans could be really powerful since I have a lot of top deck manipulation. Playing an end of turn Long-Term Plans followed by a Brainstorm or a Mystic Speculation would be awesome!

I like Followed Footsteps , but it feels too slow too much of the time.

Muddle the Mixture also seems really nice as a way to give my deck more consistency. I'm going to have to take a look at more cards with transmute effects, they are pretty nice!

I don't like Guttersnipe in EDH. The problem is that he does damage to all opponents, and if I keep pinging everyone at the table I'm going to quickly paint a target on my head. Also in 1v1 he doesn't really contribute much to the board state for his cost.

I will definitely try to acquire Tolaria West , which would replace the need for an Expedition Map .

I also just recently drafted some Conspiracy with my buddies, so I'm also going to try and find room for my new Fact or Fiction , Misdirection , and Dack's Duplicate .

I'm going to make an extensive update soon, let me know what you think once I have changed it.

I wouldn't get rid of Expedition Map just yet. Its a really good card for land fetching and with Tolaria West you have just doubled your chances of fetching. You might also consider putting a Rogue's Passage into your deck. Keranos, God of Storms + Runechanter's Pike + Rogue's Passage ( + Dictate of the Twin Gods ) should help you get to 21 general damage very quickly.

How is your deck performing? Win any games or rather has it put a good effot?

I want to run UR deck and I don't think Tibor and Lumia will hold ground very well. They just don't do enough for a legend. I like Keranos, God of Storms being indestructible and all. I hate recasting commanders. Only thing I hate in my playgroup is someone playing Aura Shards . That card is annoying as sh!t.
