I'don't think this will ever be viable as a modern competitive deck, sorry.

Modern is a turn 4 win situation 90% of the time. Most decks that last longer than that are control. At the very least, if you're going down the taxing and tapping route, you need Thalia, Guardian of Thraben, Blind Obedience and Supreme Verdict to wipe out early plays, Due Respect can slow down mana use from your opponent.

Those artifacts are pure crap, and serve no purpose in any competitive play (or almost any play, really; there's just better things to be doing.) Here's a few more things to consider:
Soulmender doesn't work as a chump blocker, and gaining 1 life will mean very little. If you really want to make use of one drops, perhaps move to bant colors and use 4xElvish Mystics to accelerate land production. Angels aren't cheap to cast. Fog Bank could also prove useful as a chump blocker, should you find yourself against goblins.
Captain of the Watch affects one of your creatures; it's utterly useless in an angel tribal deck.
Azorius Chancery puts you in a pointless position at turn 2. You can cast a one drop, but then that land gets returned to your hand, and that's all she wrote. Adarkar Wastes will speed up your land base and what you can cast much quicker.
Dissolve > Cancel. Negate to slow down effects, and Remand to handle goblins and aggro creature production.
