It needs way more minotaurs.

Some good minotaurs are Kragma Warcaller,Felhide Petrifier, Ragemonger, Gnarled Scarhide, Felhide Spiritbinder, Kragma Butcher, and Rageblood Shaman. I would take out underworld cerebus and some enchantments. You can check out my deck on my profile.

Flurry of Horns is very overlooked. Are you looking at aggro or control with this deck? It needs more creatures if aggro, more burn if control. Definitely main Oracle of Bones.

For the minotaur theme, one or two would not hurt for creature generation, you are going aggro, yes? Even if you don't do the flurries, you need Oracle of Bones. It was made for minotaur decks.

Oh and plus one btw. I love budget decks. Also think Bile Blight for token removal.

Firstly, I would drop Ordeal of Purphoros from the side. Because you have no creatures with Heroic triggers, and no other way to obtain +1/+1 counters, this would take 3 turns to reach its full potential, defeating the initial purpose of speed. If you want your creatures' stats buffed, consider Obelisk of Urd.

Next, I would definitely favor Fanatic of Mogis over Underworld Cerberus, even if you move Underworld Cerberus over to the sideboard. Fanatic of Mogis will act as likely the most powerful burn spell you have available, especially if you utilize your enchantments like Inferno Fist. Extremely useful in multiplayer free-for-alls as well.

The deck looks better after the changes, but I notice you do not really have a play on turn 1. In nearly all black Standard decks, turn 1 is devoted to either a 1 drop-2 damage creature of some sort, or hand disruption. Thoughtseize is the best route to go for hand disrupt, but if you want a more budget friendly option, look at Despise. You can take out a blocker or a problem-causing planeswalker before the opponent can even plan to put it out, plus it's about $19 cheaper than Thoughtseize right now, for the same mana cost. The only drawback is that Despise is less useful against control decks, and blue in general.

Maybe drop 2 Obelisk of Urd entirely for 2 Despise in the main board. Even though Obelisk of Urd does help with creature buffing, you shouldn't need more that one out on the field at a time; your aggro should end the game before you have need for another one.

Now for the sideboard. You can only have a maximum of 15 cards here. Looking at Bile Blight and Drown in Sorrow, I would say only one or the other is necessary. When facing other aggro decks, many will sacrifice defense for attack pressure in terms of their creatures. For this reason, I would prefer Drown in Sorrow. Scry is a useful mechanic for helping to ensure each of your draws gives you something useful. It could mean the game if you draw an unnecessary land on Turn 4 or 5. Also, it should take out more of their creatures, while not hurting your own, because most if not all Minotaurs have 3 or more toughness. On this note, I would also drop Anger of the Gods. While it would likely kill most of the opponent's creatures, it would also take out all of your own, unless you happen to have an Obelisk of Urd or a Boon of Erebos. In addition, your creatures would be exiled, which would render Whip of Erebos ineffective.

So if you do drop Bile Blight and Anger of the Gods, you still would need to take out 1 card. I'm looking at Flurry of Horns. Two 2/3 creatures with haste may seem decent enough; however, you are running Ragemonger, which does not reduce Flurry of Horns's casting cost at all. For an aggro deck, you would hope not to need to cast a spell with a CMC of 5 or more, unless you can somehow ramp into it. I would remove both of these. To fill the now missing slot, I like the idea of Viper's Kiss, especially against green and its ramp abilities. Mono green and decks like it have the potential to ramp into creatures bigger than yours as quickly as you can put them out. Being able to disable this ramp by hitting an Elvish Mystic, Whisperer of the Wilds, or even a Shaman of Forgotten Ways with Viper's Kiss gives you that much of an advantage in this fight. Therefore, I would add 1 more of these, filling your now complete sideboard to 15 cards.

Thank you for hearing out my rambling comments. +1 upvote, I like this deck's potential.

Stain the Mind is awesome for sideboard. Gets rid of your opponents most annoying asset once you have identified it for rounds two and three. It has convoke and requires only one black mana symbol with its four colorless, so your minos can help you cast it as early as fourth turn to handicap you opponent early.
