In my local gamestore tournaments I always end up in last place so for fun I had the idea of building mono blue all-counterspells deck, a deck built with only reactive spells and defense in mind. I may not win that way but my plan is not to lose.
Since an all-counterspell deck wouldn't be so much fun I added win-cons and a bit more balance, still with Defense in mind.
Manabase: 25 islands, simple.
About half of the cards are counterspells, and the oher half are bounce spells to target what gets trough the Counterspell Wall.
Gameplan: Counter every threat and bounce whatever gets through, Baral reduces the mana cost of your spells and provides you with card draw. Survive, cast a Thing in the Ice early, transform, bounce your opponents creatires, and swing with a 7/8 or hold as long as you can until you can cast an uncounterable-flying-hexproof 5/5 in the Sphinx and win that way.

Metagame Note: it ocurred to me that an interesting strategy with the deck, try to go all in for the win in game 1, sideboard every single counterspell for Game 2 hold for as long as you can, go to the timelimit, draw and win with the 1win/1draw record.
