The theme of this deck is vampire. The meanest, most ruthless, merciless, and evil vampire there is: the IRS.
This deck will put various taxes on ur opponent's properties, and life is the only accepted currency.
The following deck description is quoted directly from the pages of the IRS of the Orzhov Syndicate.
SECTION A: TAXABLE PROPERTIES
The department of Sinister Possession will hold one of 2nd party's creature as taxable for 2 (two) for every time it attacks and/or blocks.
The
Contaminated Ground
department will hold one of 2nd party's available land as taxable for 2 (two) for each time it is used. And under government regulations, the land is declared a swamp, and thus should not be used for other purposes.
The department of
Blood Reckoning
is responsible for border census, ensuring no creature from the other side passes unchecked and taxable for 1 (one).
The
One Thousand Lashes
department is a special unit, responsible to keep the more hostile creature in check by detaining them. This special treatment is provided by the government and there are no fees involved. However to maintain operational costs, we regrettably put the creature on tax for 1 (one).
SECTION B: TAX COLLECTORS
Casting governmental spells takes resources, and it is a citizen's duty to help financing such spells in the form of taxes.Various field agents are there to help in collecting it, and we ask for your sincere cooperation if you happen to encounter one.
Mr.
Thrull Parasite
heads the 1st branch tax collection and are assigned specifically for matters concerning Planeswalkers.
Ms. Tithe Drinker heads the 2nd branch tax collection for general matters and purposes.
Mr. Blood Artist heads the civil department dealing with mortality rates. We understand that death is painful and sad, and proper funeral is the least we can give the poor souls. To help finance such noble cause, we regrettably tax each death for 1 (one).
SECTION C: MANAGERIAL OFFICES
These are special persons/departments that works together to head the Orzhovian IRS.
The department of Exquisite Blood is responsible for incoming tax flow. Ensuring that the taxpayers' hard-earned resources are channeled to the right places: those that truly deserves it.
Mrs. Vizkopa Guildmage is responsible for outgoing tax flow and also supervising the tax collection process.
Obzedat, Ghost Council heads the Orzhovian IRS, and hold supreme and absolute control over everything. Though, as one might imagine, with such a huge responsibility on their hands, they are rarely seen.
Disclaimer: We have received various reports regarding a procedural error between Exquisite Blood and Mrs. Vizkopa Guildmage that causes sudden increase in tax flow. We assured you that this is unintentional and we are looking at this matter very seriously.
SECTION D: EXTREME MEASURES
The Oblivion Ring department is responsible for dealing with hostile creatures/offenders. The offender will be detained and processed within the Orzhovian IRS until further notice.
The Killing Wave Act is the first special measure taken in the event of over-population. Slight over-population will be dealt by taxing the entire population in order to maintain a healthy society. The amount of tax placed may differ in various regions.
The Debt to the Deathless Act is a special reward program for our faithful tax payers. A program in which they can contribute to our welfare and well-being in the form of a volunteer donation.
