There he is, locked away, but by who's choosing? Sit back, rule as monarch, and win from complete safety and comfort as you watch Zur win for you. Exalt in your power while everyone else runs around like chickens with their head's cut off, waiting to be milled to death, helpless to interfere. Between Rule of Law and Shroud, the deck is rather awkward to win against after setting up, so the fact that we're slow is not as problematic.

I think this is probably an 8 or 9, it has a considerable interaction package, and plays a lot of instant speed effects for non-competitive metas, even if it's not foolproof. Removal can ruin our day, but the same is true for almost every deck. It's pretty consistent provided it can get Zur out and to stick, even running some countermagic to protect him, and enough ramp to almost ensure early arrival. 3 Haste effects make it possible for him to swing early, and 2 offer protection. The deck runs plenty of removal/counters, and can speed up it's win con if Zur chooses to fetch Copy Enchantment effects instead of new pieces. The mana base is a hybrid of what's normal for Zur and what I run (my build is a bit more budget), and the high land count is to ensure I don't miss drops, because I do have some clunky counters, and I may need to play them on more than 1 per turn cycle. That's also why Moderation is in here, to ensure that we always have replacements for our interaction.

The deck's win con is Court of Cunning + Solitary Confinement , which makes me the Monarch and makes it very hard for me to stop being the Monarch. Then, when I'm largely safe, everyone gets milled until they are dead. The backup is Court of Cunning + Energy Field + Rest in Peace , which is more cards but also works fine. I can then toss in Web of Inertia to be proof against attacks. The deck can also just beat any opponents to death that can't be milled for some reason, after you've milled everyone else just use All That Glitters to finish off the last person in an emergency. I may look at adding something else to fill this purpose, but All That Glitters is a decent buff, and Greater Auramancy will give Zur Shroud with it.

This is super-vulnerable to forced sac effects, but once it's got it's combo set up, it doesn't necessarily need to keep Zur out to actually win, which is nice, because that is a lot of turns people can kill Zur. The deck can probably recast him a few times if it seems worthwhile, as it tends to have plenty of mana. ATM the deck doesn't bother with non-Zur tutoring, it can find what it needs via Necropotence and Zur's fetching ability.

As long as I get Necropotence out, I don't draw, which synergizes with Rest in Peace/Web of Inertia to perhaps let me win eventually and not risk decking myself. Greater Auramancy is probably pretty key here, and copying it, to make the combo stable. All That Glitters just speeds it up, which I'm not sure is necessary. I'm considering a few ways to make Zur unblockable, and I think Cyclonic Rift would also be a good card, since I run 4 Rule of Law effects, anything mass bouncing stuff is pretty backbreaking. The idea of a deck actually using Necropotence as a win con because it takes away your card draw is objectively funny.
