The aim is to make a budget deck that can neutralize expensive Tier 1 cards (hence the name), via Slaughter Games and Reap Intellect , as well as good ol' milling.

The gist is that Slaughter Games doesn't care how much the named card costs: it's gone, no questions asked. After milling, you can use Entering (from Breaking / Entering) to turn your opponents' expensive creatures against them.

The Method

Step 1:

Identify the biggest threats/winning conditions via Breaking, Nephalia Drownyard, (and, if you can wager a guess, local meta).

Step 2:

Neutralize these with Slaughter Games and/or Reap Intellect (using Cyclonic Rift/Far / Away if needed).

Step 3:

Juicy creatures that end up in the graveyard are conscripted via Breaking / Entering (hellooo, sexy Obzedat, Ghost Council).

Step 4:

Rinse and repeat.

The Madness

Mainboard:

1. Removal: Far / Away, Tribute to Hunger , Sever the Bloodline, Dreadbore, Izzet Charm .
2. Cyclonic Rift to deal with aggro and/or non-creatures, hopefully followed by either a Reap Intellect or Slaughter Games .
3. Rolling Temblor to deal with blitz.

Sideboard

1. AEtherize to deal with blitz and/or token decks.
2. Mirko Vosk, Mind Drinker. Cause he's awesome. You might be wondering: "why not mainboard him?" Basically: almost every deck runs tons of removal mainboard. Being my only creature, this guy won't survive my post-combat main phase (and I don't want to babysit him with counters). However, 2nd game comes around, most players will sideboard their creature removal--and that's when Mirko joins the party...
3. Psychic Spiral vs. mill decks.
4. Rakdos Charm vs. reanimators.
5. Blasphemous Act, if needed.
