Here is my attempt at a standard U/R Tutelage deck!
I have taken inspiration from at least 6-8 different decks, most from a deck made by Strictly Better MTG. I am focusing on cost, consistency and speed.
All but a couple of cards in the mainboard trigger tutelage, most more than once.
So here it is!
First thing, this is budget, so the big guns like Jayce are out. The point of this deck is to make Milling accessible to everyone.
First of all Sphinx's Tutelage is the fuel for this deck. Because of the relatively low mana curve, do not be afraid to mulligan the 1st hand in the event that you do not pull one right away.
Almost everything beyond that triggers it. There are also a couple of combos here to kick in.
Slip Through Space +
Jeskai Elder
will give you 2 Tutelage triggers! Easy 4 mill. If you can keep the Slips coming, you can get more and more.
Zephyr Scribe is a 1 off in here, simply because it adds variety to the Elder. You can tap it to trigger Tutelage, then cast any of the 1 drop spells, which untaps it, then you can trigger it again. With the proper hand, you can trigger it quite a few times!
Oath of Jace
is simply there to trigger tutelage 3 times for 3CMC. Without any Planeswalkers, you don't have to worry about the passive. There isn't any other cards that draw 3 cards for 3 mana. If you want to save a couple of cents here, swap it out for
Artificer's Epiphany
.
Everything' else is pretty much self explanatory.
Save the Dispels to protect your Sphinx's Tutelage!!!! That is key for those cards!
As for the sideboard, it just has some help removing creatures if you are having trouble with it.

BUDGET IDEAIf you're pressed for cash, or just want to save $15, you can swap out the Shivan Reef for 2 Mountain and 2 Island. It should perform similarly.
