Tada- Here's a Scryfall search I set up for cards in mono-black that cost a quarter or less, sorted by EDHREC ranking. I would first look at what is being played in King Macar decks labeled as "Budget" on EDHREC.

So I really like what you're doing here and the work you're putting in to your budget limitations.
Couple of things to consider: there are two different printings of Diabolic Tutor at 25 cents on SCG.
This next card is a little bit more difficult to spare space and card slots for, and would definitely require an absolute need for the card draw, but we have Glint-Sleeve Siphoner who is often too small a body for many people to care about, so it's never a removal priority (usually just killed in boardwipes etc) and is such an excellent 2-drop to find in the early game.

Next, to bring this to a new level and create a page on this site that cements you as King of Macar primers, I definitely think you should have 2 upgrade lists put aside that offer upgrades for a $20 budget, and for a $50 budget. Both of those are well in to the sub $100 range that you can call budget, and the first thing I always see people do with decklists is ask "what are some cheap ways I can improve this?"

Upon going through this list, I immediately pulled up a list of Conspiracy 2 commons and uncommons and was not dissapointed. Try things like Death Wind for mana sinks and removal. Marchesa's Decree and Deadly Designs might be out of your price range, but they're both worth considering. The same is true for untap engines Onyx Talisman and Jandor's Saddlebags .
You might want to replace some of the direct damage and lifedrain.
Looks great, can't wait to play against it!

Jesus, this is more challenging than I thought. I'm trying to adjust my Shu Yun, the Silent Tempest dollar deck to make it $10. I cut it down to an UR list, but even with a ton of bulk common instants and sorceries, it's ridiculously hard when any card above 16 cents strains has to be offset. Working on cuts, now: $10 One-Punch Man

Love the deck so far! I admire the effort put into making it so budget friendly but still effective. How do you feel about Marionette Master on tcgplayer she’s anywhere between 0.10 to 0.22 so she might strain your budget constraints but she could do some serious work I think.

RecklessN7: Thanks! I totally agree, and in my first iteration of the list I tried to keep it in, but if I did, I would be running around 46-50 lands and that's just not good

For a mono black “ramp” deck I feel that Dread Shade would be extremely powerful! It can swing for 3 hit the player then be boosted to like 10 depending the state in the game. The one issue is it’s price is possibly a teensy bit above flat out budget but I saw Tcg had it at 23c earlier today

Allow me to introduce you to Hallar, the Firefletcher Super Budget EDH another $10 EDH deck that is COMPLETELY viable in FNM type events.
Note: I didn't make this deck, I just thought it was really cool because I have a EDH deck with the same CMDR

Catpocolypse:
1) The deck is $10 when you "alter the cart" which I'm going to assume mean played or heavily played cards, this is $10 with M/NM cards.
2) This deck was put out and featured first so I'm going to keep the name the same!
3) Thanks for showing off the deck! It's a great example of what budget magic can be!

FYI: You can get the entire deck less Dry Spell and Word of Binding (mostly NM) foil from TCG player for about $25-30 if not less
