Not trying to be that guy, but you have to realize that you have this in the wrong hub. This deck is NOT cruel control. Cruel Control is a modern Grixis control deck with its main win condition being Cruel Ultimatum, popularized by the man himself Paul Cheon. I'm not saying that you have to change it obviously, but I just want you to know that it's wrong. It'd be the equivalent of labeling a mono blue control deck "Red Deck Wins".

Since you do not have any instant speed spells, and do not need mana to be open you could go with Citadel of Pain.
I have an Commander deck that utilizes a similar strategy of punishing others for doing things (or not doing things. Commander players are all turtles...) Having Citadel in play ensures your own turns are your own. It also makes for a suicidally quick game once Manabarbs is in play too.
It could be the plucky new guy who wants to impress everyone SO MUCH. Sometimes he is awesome and helpful. Other times he is a pain in the ass wrecking the store. But when he gets to work with the manager and the assistant manager, and gets approval from the board? Magic happens.

Actually, TheHamster (and anyone else), what are your views on the Circles of Protection instead of Burning Earth and in the sideboard (Circle of Protection: White, Circle of Protection: Blue...)? This deck struggles early.

Karma actually tends to be the best win-con in this deck, so that's probably not going out. Blood Moon could be very interesting though, any suggestions for what to take out for it?

maybe you could take out Anvil of Bogardan? i know that it helps you a lot but it can also help them. whereas Blood Moon will almost always be good for you especially if they are not playing red. i dont really know though, the deck seems really good as it is...
