Hey there! This is my current deck, Hour of Devastation updated! The basics of the deck is to land Dynavolt Tower and play spells to win. This is a budget deck.

So the top stars from the decks are:

Dynavolt Tower - This is the heart of the deck. It says everything our deck wants to do. Play instants and sorceries, and get rewarded with free 3 damage.

Attune with Aether - My only reason to splash green here. This could fix your mana screw and can also makes our Dynavolt Tower fueled. If you have 2 Dynavolt Tower on the battlefield. Casting Attune with Aether will be a free 3 damage. This card also make this deck play less lands.

Harnessed Lightning - The basic spot removal for every energy decks, it almost shot everything on the early game, and when you have a Dynavolt Tower you gained 5 energy with it and could shot off 4-5 toughness creatures.

Glimmer of Genius - My favorite thing in this deck, Draws! I love drawing cards so that this deck contains alot of draw spells instead of counterspells. What makes this special is because this card gives us energy, and this card don't just draw, they give us scry first so we could arrange our topdecks.

Supreme Will - Best Card from Hour of Devastation! It's both a counterspell and a Anticipate. What I love from this card is this is never a dead counterspell.

Anticipate - This card still useful for finding your Dynavolt Tower and other cards you missed. Hey it's another draw spell!

That's the main cards, let's go to the support cards:

Magma Spray - I cut this card into 3 since this usually a dead card in the early game, this is actually a good card against aggro decks and they also punish Scrapheap Scrounger and zombies. I have one in my sideboard.

Hieroglyphic Illumination - Yes this isn't a main card but sometimes could act as Glimmer of Genius. This card never a dead draw in the early game since you could cycle it for one blue.

Negate - Hey it's the basic counterspell that never rotates, this also makes our control play on our deck. This is for planeswalkers since I hate them and for control decks. I also have one in sideboard.

Sweltering Suns - Our mass removal, useful against the zombies and tokens decks. I find this not a dead card against late game decks since this can be cycled.

Goblin Dark-Dwellers - I use 2 in this deck, this is a mini Torrential Gearhulk and it could also hit sorceries. You could flashback your Attune with Aether if you're screwed or Sweltering Suns to wipe the board. I usually flashback Supreme Will to find cards I need.

Essence Scatter - The reason I only bring one in this deck is this not really used. But this is good for countering opponent's threat creatures.

Now let's talk sideboard.

Whirler Virtuoso is good card against aggro decks and add blocker. This is the card I board in most. Niblis of Frost is a tap-tap for casting spells, this fits in our deck since our deck is really spell hungry. This solves our problem against big creatures. Dispel is the card you board in against control, and extra Negate too. Appetite for the Unnatural is for Gideon's Intervention.You couldn't do much if that's on the field so you want it away. Glorybringer is the best card in my sideboard since it could finish games off when we go aggro deck plan postboard.

I have 1 more spot in the sideboard, what would it be?

Gameplan

So, the plan is easy, control the opponent on turn 1-2, then land Dynavolt Tower on turn 3, the next turns should be casting spells and control the opponent again. There's a situation when you couldn't land your tower on turn 3 safely, this because of counterspells. If you're lucky you could find more Dynavolt Tower and win faster!

Any suggestions? This is a budget deck so I don't use expensive cards. Thank you!
