How can you run twenty shock lands? Don't you end up killing yourself?

I rarely shock myself more than 2 times with this deck, the only cases I usually do is when I want to cast Young Pyromancer on turn 2 and Chromatic Lantern on turn 3. After that I just let them enter the battlefield tapped as it's a very low mana cost deck.

Dont forget Golgari Charm regenerates your guys so that could save you from removal.

Have you managed to use Melek in playtesting? I'm really torn on him because even though he has fantastic synergy with your deck, he's still a 6-drop in a world where AEtherling is a thing. I wouldn't suggest running AEtherling though, because it would ruin the theme of the deck. Unfortunately your deck only runs 20 lands, which even with Lantern as ramp is very light, meaning Melek more often than not will not come out on turn 5 or 6. Also the fact that your draw power is light (only Izzet and Azorius charms) doesn't do you any favors for hitting your land drops.
An obvious solution would be to cut him, but I'm hesitant to suggest that because of how insanely awesome he works with the rest of your deck. Another would be to add some more lands, but that would require dropping some charms which is less than a good thing.

Yes I did, and when he stays on the battlefield he becomes a huge threat. The problem is that he's an easy target for removal. This said, he's not 100% needed in order to win since Spellheart Chimera can more than win on it's on (assuming there are a couple charms in my graveyard).
I had thought about taking Melek out but it just feels like he was made for this deck lol.
Also, there is 1 charm that I feel is not that useful in this deck and it's Orzhov Charm because the removal ability can hurt me badly and the other abilites just aren't that great here, so maybe if I removed it I could put in 2 more lands, that would probably do the trick.

It does hurt, but it's your only unconditional removal. Dimir and Izzet charm nail smaller creatures, and Selesnya gets the fatties, but that leaves you open to things like Loxodon Smiter having its way with you.
Ultimately though, it does have the least flexibility in this deck so removing it would probably be the best choice despite the risk.

I play tested this against my Those Crazy Minos and in all honesty your deck hurt itself more than mine did. The shock damage alone was noticeable and color screw happened quite a bit. Sorry do not have any suggestions though.

marcosousasr aggro is probably the worst matchup against this deck since it is kind of slow to begin with. That said, if I can get a Young Pyromancer turn 2 and manage to get a few tokens to block, it's not gonna be that much of a problem.
As for the mana screw... you might just have been unlucky because it is very rare that I don't draw any Chromatic Lantern before turn 3

Guttersnipe definitely deserves a place here as another win condition. This deck really relies on drawing Spellheart Chimera and there will games in which that doesn't happen. Also, since the shocklands will often be entering tapped so some temples would be nice here.

InconspicuousPotato I had Guttersnipe in before but he's not nearly as good as Spellheart Chimera and I'd rather have Young Pyromancer than him.
Good point about the temples though, I might just take out some shocklands and put some temples in.

I think one of the nice things about Melek, Izzet Paragon is that he could double the output of an Izzet Charm , making a darn near hard counter spell by making it cost four more. That's not half bad either. Definitely +1 from me, I absolutely love Melek decks.

Nice to see all of the guilds somewhat fairly show up in a deck. I've got a rough equivalent with the keyrunes and guildgates called Keys to the Gates.

If this deck is being taken seriously now then isn't having your entire manabase entire tapped kind of aggravating? I mean sure, the shocks give you the option but, let's say you play a game where you're forced to pay your shocks each turn (aside from turns 1 and 5 because I don't see you needing the extra mana in either situation) by the time you hit the mana necessary to cast your Paragon, we're talking 8 damage from lands alone, that's some hardcore goldfishing. Either way I really wanna see this goofy charm deck work, I'm brewing my own as I type this. +1

I'm probably going to sound a little crazy or dumb for saying this but have you considered swapping half the Shocklands for Guildgates and using Maze's End ? It does help a lot with filtering the lands out of your deck so you will topdeck your instants more frequently and it has that nifty little win con.

See, if I made this deck, I would use guild gates instead of shocks, then run Crackling Perimeter just to piss people off even more.
In all seriousness, have you tested this deck? Does it work even marginally? Cause if so, that's awesome.
