Yeah High Tide is very strong and Blue Sun's Zenith'shuffling ability is good for decks that draw alot. I will consider them. But i don't know what to take out... Maybe Glacial Wall and Remove Soul? Thanks! Also, do you think that the deck would be good enough against aggro builds? Im not sure about that...

Since you plan to be drawing a bunch of extra cards Chasm Skulker plays nicely here. As far as cuts, Runed Servitor, Pyxis of Pandemonium and Codex Shredder would be the place I would start.
You have no real recursion that I see, so Runed only goes off once, and the other two are VERY slow. In my experience the Tiny games tend to be pretty fast, so a big presence swing (Cyclonic Rift for example) might be more valuable than the slow, but more on deck target artifacts.

Yeah i made the deck and runed servitor is not that good. However, i think that pyxis is great (i won with it + hedron crab and some lands). Tiny leaders is not thaat fast, but i will defineatly consider removing codex for cyclonic rift. Thanks!

Cephalid Coliseum is on target, but imo is just bad. Reliquary Tower is a must have with all the extra drawing. After that, the really useful lands are also quite expensive. For example, Minamo, School at Water's Edge would be super useful, but at $12 will murder your aforementioned budget...

Oboro, Palace in the Clouds : It does protect against land destruction to a degree but it also triggers Hedron Crab when you don't have any land to play

bounce spells seem good when you're making everyone draw tons of cards. Too bad there aren't many High Tide effects in blue. You might also want Relic of Progenitus to protect against reanimator and Elixir of Immortality (though it probably isn't used much)

take out the snapcaster mage and add pretty much anythign and you have a 30 dollar deck

meant in the list i posted for ya, it wins with mill damage frustration and the occasional deck being throw at your head. but it gets the job done.

I'd rather run Blue Sun's Zenith and / or Stroke of Genius as finishers for mill over Fascination... Neither is terribly expensive either.

I see you bought the deck, but all the cards I'mma suggest are not only cheap, but there is a good chance you have them.
Thassa's Rebuff would make a fine substitute over Mana Leak. Especially since this is a mono blue deck.
Murmuring Phantasm? I don't know, you look good on walls, but you know, maybe.
Codex Shredder? Honestly, at this point I'm just shooting in the dark.
