Tolarian Wizards unleashed is a mono blue combo deck. My attempt to build the strongest deck with the smallest budget.

The game plan is simple: draw a lot of cards, ramp quickly and then fire off the combo.

Combo 1: Ghostly Flicker + Naru Meha, Master Wizard The combo needs seven mana and can be played at instant speed. It generates infinite mana and infinite ETB effects. Wincons are Sunscorched Desert, Blue Sun's Zenith (first draw your library, then mill your opponents, use instant draw/cantrips to recur BSZ to your hand). Alternatively, Altar of the Brood could also be used. But this is not an instant win and I've cut it lately.

Combo 2: Dramatic Reversal + Isochron Scepter The combo needs only four mana but can’t be played at instant speed. It generates infinite mana if you have enough mana rocks on the battefield. Wincons are Blue Sun's Zenith or Walking Ballista.

Tutors

• Long-Term Plans can find any missing combo piece. Therefore the most versatile tutor in this deck.

• Mystical Tutor finds any counter/removal if needed but in most cases used to find Ghostly Flicker or Dramatic Reversal.

• Merchant Scroll same value as Mystical Tutor.

• Muddle the Mixture can find Isochron Scepter, Dramatic Reversal, Thassa's Oracle, sometimes even a rock or it serves as a counter if needed.

• Drift of Phantasms is mainly a redundancy for Ghostly Flicker or finds our wincon Blue Sun's Zenith.

• Whir of Invention is a very versatile tutor that finds a combo piece (Isochron Scepter), our wincon Walking Ballista, rocks like Lotus Petal and Sol Ring or a land (Seat of the Synod).

• Tolaria West mainly used to get our wincon Sunscorched Desert or Mystic Sanctuary to recur e.g. Ghostly Flicker from the graveyard.

Improvements

If the budget wasn't a concern, the first thing to do would be to get some faster mana rocks into the deck and the second thing would be to get cheaper and less limited counter.
