I like the use of Death Cloud to empty out the opponents hand completely. & Norn's Annex as a budget Ensnaring Bridge

How does the deck run?

I can't help but think that Blackmail could be something else Seize or IoK? Psychic Miasma even?

I've yet to truly play test this since the [Waste Not] won't be out until July.

Blackmail is actually amazing after they've already been hit with either another discard spell or if [Waste Not] is on the field since it can actively hit land cards and trigger the "add BB to your mana pool" or "Draw a card" effect easily.

It didn't work in Percy Pox or 8Rack (it triggers the same as Liliana's Caress which isn't ran in 8Rack for a reason)

However ur deck is a unique hybrid of 8Rack & Death Cloud which works differently, so maybe this deck is a better environment for Waste Not

A few people think it could see a lot of 8rack builds. You do have more experience with the deck than I do since you already own the full 8rack deck. I can see where it can be dead once the opponents hand is empty. However I've noticed some people try to hang on to cards to stop rack damage and since I don't have Liliana of the Veil to lock them I have few alternatives besides Necrogen Mists .

Scepter of Fugue is another alternative.

Rix Maadi, Dungeon Palace might offer some more use for Veinfire Borderpost

(red splash gives access to Blightning in place of Wrench Mind too)

Not looking to much into splashing due to all the double/triple black and my reluctance to buy Urborg, Tomb of Yawgmoth and Blood Crypt

Hymn to Tourach is probably gonna be better then Wrench Mind in most cases. The fact that its random is so much better than giving the opponent a choice.

You're also gonna want instant speed graveyard hate like Relic of Progenitus or simply permanent graveyard hate like Leyline of the Void because otherwise you can't reliably stop things like Emrakul or other cards that shuffle themselves back in when placed in the graveyard.

Hymn to Tourach is a great card but not modern legal since it was just reprinted in a from the vault. Relic of Progenitus Would be good in the side board since it's instant but it wouldn't matter if someone's Emrakul, the Aeons Torn or similar card were to be discarded since it's not a mill deck.

I'm not sold on waste not... It's definitely the best of the family, much better than Liliana's Caress and Megrim . That said, I would guess you'd really want to shred their hand with a Wrench Mind on turn two. The more time they have to dump their hand on the field, the worse off you are. That extra time will net you lots of cool resources--just about everything you want, even--but it takes time. It'll take playtesting, but my gut tells me it's a bad, or at least a subpar, idea.

If you have Godless Shrine , great. However, I feel like playing that untapped is just moving your life loss. Rather than just lose your life to Norn's Annex , you're losing it early--in the same amount--to Godless Shrine . Your thoughts?

For the proxy playtesting I did Waste Not was a house. It made everything that much better. I still need to do some more but for what I did today it was pretty cool. Godless Shrine is there since I had three copies in my binder and wanted the option of moving the life loss but it does get better once you play a second or third Norn's Annex since they stack and Ensnaring Bridge doesn't.

Don't like Mire's Toll . It's almost always worse than Blackmail and if it's better, your deck isn't functioning correctly in any way. Also, since you're already splashing white, would you be interested in Lingering Souls ? If you don't hit your Godless Shrine s, you can always drop it to Smallpox for two tokens that essentially don't cost a card. Those could win you games.

I would replace those Death Cloud for 1x Raven's Crime and 1x Blackmail since you already have 4x Smallpox acting as the same thing and to get the Dakmor Salvage combo more frequent.
