Pownu Hi there! I am here to comment on your list as requested. I am aware you're looking to make a good budget mono blue deck. In my opinion it is very difficult to nearly impossible to do that. Really depends on who you'll be playing against I guess. In my opinion it would be wise to run Talrand, Sky Summoner as a budget mono blue commander. You can get away with playing lots of cheap counters and don't have to rely much on buying expensive ramp cards to play spells. However, if you'd like to stick with Tomorrow, Azami's Familiar I can recommend some good cheap cards. Mystic Remora, Sky Diamond, Fellwar Stone, Arcane Denial, Delay, Memory Lapse and Swan Song all work well. Cut a lot of the more cost inefficient cards from the deck and it'll get much better.

How much delay to win ?

Spoosky it seems that from using their playtest, You can have extreme card advantage (8-20 cards if you want it) by turn 10-14ish. You shouldn't self mill because most of the card draw mechanics have to be activated, so if you think it is getting out of hand, you can just decide to stop activating card draw abilities.

OK , generally i think it's a good deck , since it's a wizard tribal i won't comment on the general existence of permanents in the deck :p i think what you need is a tad more draw spells you want to be able to draw if you don't counter at eot . plus you need more stuff to survive probably , since you are playing major permanents yourself you can't rely on bounces that much but there are some that will fit well ( curse of the swine , inundate , scourge of fleets ) and spot removals ( pongify , rapid hybridization ). aside from that , i would like a couple cards more as wincons , since you will play defensively most of the game going in for the attack may not be wise at the point you will be able to do it ... also i hope you are good at diplomacy cause you will be relying a lot at it

Jace, Memory Adept would also work awesome in this deck. His 0 ability causes target player to discard 10 cards which helps with the mill ability. His way better than the newest Jace. Blue Sun's Zenith, Mindscour Dragon, Ugin's Insight, Thought Reflection, Tome Scour, Monastery Siege, Jace's Erasure. Those are cards I use in my Oloro, Esper Control/Mill deck. Hope this helps some.

I love control and actually played blue white control with Grand Arbiter Augustin IV. Then I moved to just Talrand and lost white.

I had a similar deck. You need Consecrated Sphinx - when opponent draws you may draw two.

Also try Fog Bank and Cyclonic Rift.

thanks Aaron2331 i probs won't get consecrated sphinx because of its price tag, but you never know. I also might use both of the others suggested.

Note that if you have your commander on the field, Psychosis Crawler won't deal damage to players when you draw because you aren't actually drawing, you are putting a card in your hand. Or at least I think that's how it works...
