A pretty standard Nekusar, the Mindrazer deck. The only risk to running this deck is all the hate you'll receive when you inevitably make everyone discard their hands and take damage when they draw a new one. The deck has two wincons, death by drawing and death by mill, so let's take a look.

The main way this deck wins is by playing "deal" cards, such as Bloodchief Ascension, Underworld Dreams , Nekusar, the Mindrazer, Fate Unraveler, etc, etc.

This by itself will annoy your opponent, but played in tandem with "wheel" cards such as Jace's Archivist , Day's Undoing, Teferi's Puzzlebox , etc, your opponent takes massive damage especially if you have more than one "deal" source doing damage.

I added a few cards for fun, such as Lazav, Dimir Mastermind and Diviner's Wand, but this deck isn't so much creature dependent as it is enchantment dependent, but things like Fog Bank, Propaganda, and Guard Gomazoa help us survive long enough. (Exquisite Blood is especially helpful in making sure you survive nasty glares you'll get).

The second wincon is going to be mill, you'll already be doing that by making you opponents keep discarding their hands, however cards like Sphinx's Tutelage works just fine. More on this wincon will be in the sideboard, but I have yet to pick out cards for it.

After some consideration and playtesting, I think that Viseling has far more potential than skull cage in the late game, so I think I'm going to swap the two.
