I recommend adding in 4 Silvergill Adept it will help out your draw hand and it's a cheap card to play in turn 2 or turn 3. Also you may want to go tribal and switch to a Merfolk style deck.

I like the instant and sorcery spells!

honestly I like pirate better than merfolk, I've never gone full merBut, I like the idea, and will explore it

I've worked really hard on this, and would've put some harsh scrutiny in the main if I had any copies

I want this deck to make your opponent rage, and suffer in standard at FNM

please give me ideas to make this more brutal, or just comments and thoughts on my idea

You could go for a Fleet Sallower or two; the deck seems to run out of steam pretty quickly and a big beater would help you gain back that momentum late game.

One thing I might suggest is splash some green for Hadana's Climb  Flip. I've been having great success with it in an unblockable merfolk deck I've been toying with. It can quickly close out a game if you manage to flip it.

I'd think about running some removal, maybe Fatal Push and/or Vraska's Contempt, because if even a moderately-sized threat manages to hit the board this deck just falls over. Spell Pierce might also be good to supplement your Negate, as again, one topdecked board clear and it's game over.
