First thing I noticed was that A) the deck takes a long time to get underwayB) Storage Matrix without Vigean Graftmage is a huge detriment to your deck.

Those being stated I think you've done a solid job with what there is too work with, too make it more competitive I believe you need to narrow the scope of what you are trying to do. What you have here is: A) graftmage combo + matrix (honestly only a marginal advantage)and then you have Coretapper +Everflowing Chalice style combos (which can be solid with the right end game)

So If you don't mind I'd suggest a bit of an overhaul of the deck:

Things I would drop: Darksteel Forge , doesn't make you win, it makes you not lose

Vigean Graftmage and Storage Matrix , they are literally here just for each other, vigean has a small synergy with proliferate but I don't believe it is enough to warrant playing him

Clockwork Beetle is fine but honestly you'd be just as well off with a playset of Memnite 's or Ornithopter 's

I'd be wary of Tezzeret the Seeker as well, he seems like all he will do is fetch mana rocks, which is alright but again he doesn't really win you the game, and he has a high mana cost unless you already have mana producing artifacts out, in which case makes him worthless

cards/ideas for a (potentially) more effecient deck:

Chalice of the Void can drop on turn 0 and add counters later, great sideboard card

Chimeric Mass another turn 0 card that can get better as the game goes on

Coalition Relic not the greatest but it could be a solid card to playtest here

Culling Dais not certain on this one, could be good

AEther Vial if you decide to go into a more creature heavy deck this would be your ace

Darksteel Reactor silly but has potential

Banshee's Blade not amazing but it gets the job done

Umezawa's Jitte it sucks because its expensive, but I don't see this deck without this card

Golem Foundry is a cool card, so if there is room you could add that, but I would say for sure you should add his big brother;Titan Forge

also, this is just complete speculation, but perhaps the urzatron lands could help you out here?

Funny thing is this started as a Darksteel Reactor deck. But it became apparent that it would take way too long.

as far as your cards:

Chalice of the Void extremely solid side board... added

Chimeric Mass seems to just become a beefy creature with not much contribution to the cause

Coalition Relic i feel Astral Cornucopia is just better since it will almost always tap for more than 2

Culling Dais is alright but Sphinx of Magosi (+Training Grounds ) equals draw for 3 or 1 mana and isnt a 1 time thing.

AEther Vial obviously great but out of budget

Banshee's Blade I like it! good way to help non artifact creatures with Energy Chamber

Umezawa's Jitte SO GOOD but too expensive, cant handle it

Golem Foundry vs Titan Forge a struggle, the main advantage for Golem Foundry is I dont have to tap it when i remove counters. That way i can drop multiple golems at once if I had a heavy proliferate turn

Tezzeret the Seeker I feel is great with Proliferate. if I can play him, +1 for mass proliferate, then -8 for Platinum Emperion the next turn. It wins games

I see the point with Storage Matrix ill probably sideboard/remove it. Ill have to put some thought into it

Glad to help man. If you'd like to playtest a few competitive/semi-original modern decks I have an aggro/landfall deck that is surprisingly effective, two 8 rack decks (one mono black one splashed w/ red) and an affinity deck that I haven't touched in ages ! Also any card suggestions or ideas that you have for them would be appreciated if you do happen to take a look
