Once I realized that your faerie was a Pestermite and not a Spellstutter Sprite (I really don't know what I was thinking), your deck combo'd out fairly consistently on turn 4-5.
However, I still had the occasional game where I didn't draw one of the two pieces forever. To that end my suggested solution is: more cantrips! Reach Through Mists is simple, but effective for your purposes. Research the Deep also looks fun.
To make room for these, I'd suggest taking out some of the burn (I have no idea what Inferno Titan is doing here). I could see Pyroclasm usefulness, but Flame Slash and the aforementioned Titan do not seem to be worth their slots. If a control/disruption package is what you are going for, I honestly think some bounce and more counters would fulfill that purpose better. Keep in mind that you can bounce and then counter problem creatures, and you can also use bounce spells to protect your own combo pieces if absolutely necessarily.
Finally, I agree with PotatoPi. Intruder Alarm is definitely worth consideration.

Okay, I did five more playtests and won on turn five or four every time. So I would definitely lean toward replacing the burn with bounce and counterspells rather than cantrips.
Vapor Snag , Unsummon , and Cyclonic Rift all have their merits.

Thanks Timekeeper for the help! I'll take that in to consideration I was thinking about adding Remand its a bounce and a cantrip which is always nice! I had Flame Slash to deal with those damn pesky Spellskite and goyfs that do so well in the meta! I may sideboard the burn regardless!

Conscripts will not empty the board with Twin. All it will do is get rid of 1 for a turn.
The list seems good, but Izzet Guildgate should probably go. Consider the UR painland.

Zealous Conscripts doesn't get rid of their board, but you CAN untap your original, and reuse Twin. But it's not very efficient in this deck, TBH.

I just played a similiar deck today, raped my very soul and made me cry a lil. he thought of the Gitaxian Probe but took it out instead the splinter combo with deceiver or Pestermite. the lands he used was amazing too it was something ive never seen or heard of but they are dual lands i think lol but the tap make you lose one life and bring a mana into play UNTAPPED. some crazy land put that deck is very similar to the one i see here

The lands you were referring to are called fetchlands. The best one for a U/R deck is Scalding Tarn , fetches up your steam vents. It's about 30 bucks, so if you are on a budget it's tough.

Against mine? Well, not all that great. It's very hard for Twin Combo to beat Dredgevine. Something around an 80-20 matchup. So that's not that great of a judge. If you want to test it against more typical decks, your harder matchups will include infect, USA control if you don't get your Dispel s, and Doran junk.

Believe it or not, Izzet Charm is a dream card here. All three modes are very relevant: Counter a Death Cloud or Second Sunrise , Blast a Dark Confidant or a Steel Overseer , or loot and get yourself a Splinter Twin .
I highly recommend Izzet Charm , almost all Scapeshift decks play 2 now for exactly this reason.

Second Sunrise is banned................. i would run something else creature wise like maybe Grim Lavamancer ?? but hell i have never played against or tried to build a Splinter Twin /Kiki-Jiki, Mirror Breaker so...

Thank God for it being banned might I add, probably the most boring game to play against! turn three they go off on a game of magic solitaire and win -_- hahah obviously I really hated playing against Second Breakfast! lol
