In theory, this deck exchanges the explosiveness of the U/R build for a slower, more consistent game plan with creatures that draw you cards along with more powerful board sweepers. Radiant Flames is a worse Pyroclasm in 2-color tutelage decks while 3-color tutelage decks might see problems with their mana consistency and with trying to do too many different things at once.
The creatures in this deck help to block early creatures while still giving you cards to draw. A possible nice curve is "Salvage Drone" ->" Palace Familiar"->"Sphinx's Tutelage"->"Languish"->"Alhammarret's Archive"
Altar's Reap is a nice card draw spell at instant speed and works really well with the creatures in this deck. You can block, then sack the creature to Altar's Reap, gaining you either 2 or 3 cards. Dark Deal is a nice sort of finishing card as it forces your opponents to draw cards, speeding up the milling plan, but it can turn a hand full of lands into more card drawing spells for you, allowing you to chain 1 or 2 spells that you need to finally deck your opponent. Treasure Cruise is awesome with the archive and Dig Through Time is great for card selection.
Sideboard:
The 4 Duress and Negates are focused on stopping your opponent from removing or countering your Tutelage's, stopping planeswalkers from hitting the field, and are good against the mirror.
Orbs of Warding is good against discard spells and burn spells
Disperse is a multifunctional card good for many situations
The Prerogatives are brought in if extra card draw is needed in some match-ups.
Ruinous Path is for troublesome creatures and planeswalkers
