He's saying you need to decide what you want to do. Build and aggro deck or build a midrange deck. I was in the same boat when I first started building decks. My creatures and spells had little synergy, and the strategy of the deck was all over the place.
Your creatures are really aggro but your spells are trying to drag the game out.

Mogis is too much mana. The Ghor-Clan Rampager suggestion was actually just for the Bloodrush ability. Giving an attacker +4/+4 and trample is really good; you weren't actually meant to play it as a creature.
I really would do a complete rebuild still. If you want to play Budget Rakdos Aggro, here's what I would run:
4 Duress
4 Terminate or 2 Dismember, 1 Go for the Throat, and 1 Victim of Night
20 lands, of which 0 COME IN TAPPED. SERIOUSLY DON'T PLAY TAPPED LANDS!!!! They should also be more black than red for Messenger. That list will be about $50 in total, but it will be twice as good as what you currently have.

Thanks! I'd like to suggest Vexing Devil, Goblin Guide, Tasigur, the Golden Fang, Grim Lavamancer, and Eidolon of the Great Revel because they're all great aggro creatures, but budget :(
I'm still a little iffy on Gatekeeper of Malakir and Geralf's Messenger because they're a little bigger than the deck wants to be, and they're kinda pricey, but I can't think of anything better and cheap.
Ooh nevermind I forgot about Jund Hackblade. That card's very playable, so run 4 of him and 2 Grixis Grimblade instead of 3 Messenger and 3 Gatekeeper.

An aggro deck aims to be the aggro deck in all accept the mirror. In the mirror if it has more removal it might try to be the control.
Midrange tries to be the aggro versus control ajd control versus aggro with its postion varying versus combo and midrange dependgly
Basically are you looking to take with 2/2s with a downside for 1 or 2/1s with an upside for 2

Uuuuhhhh..... no. I cannot recommend Jund Hackblade enough. Also, with Exava, you have a 4-of legendary creature with cmc=4 in an aggro deck. That doesn't work well. Haste helps, but it's really only a Standard card, not modern-playable. I'd cut that for Hackblade and add more multicolored creatures, such as Tattermunge Maniac. Trust me, it'll help.

Oops. Sorry didn't notice. I'm still thinking about it since my creatures seems to be pretty good already. I replaced my Exava with Rakdos Shred Freak since he was part of the original deck that I made. Can I ask you something? Right now, in a scale of 5 how 'competitive' is this deck? Like I said before this is mostly for casual but I might take it to FNM with me one day.

Right now? You might go 2-2 at a fairly casual FNM. You'll never beat any tier 1 decks because, well, they're tier 1. You'll have an okay matchup against most tier 2 decks. If, say, Ad Nauseam can't combo off before turn 4, then you'll win, but if they can combo off by turn 4, they they'll win. It won't win you any tournaments, but I've seen and played worse decks at my FNM before.
The problem with Rakdos Shred-Freak is that its power is right on curve. You want your creatures' power to be ahead of the curve. Spike Jester is a great example because it has 3 power and haste for only 2 mana. Basically you want 1 drops with 2 power and 2 drops with 3 power to keep this competitive, or 2 drops with 2 power and great utility, such as Ash Zealot. Shred Freak's upsides aren't as good as Hackblade's or Ash Zealot's, for example.

I might actually get the Hackblade since it's fairly cheap and I have several cards that I can trade with so hopefully I'll be building this deck cheaper than what is says up there which is $17. I'll just keep on deckcylicng this so it'll get more upvotes. lol

anyways, the deck looks cool. one thing i would suggest is Dragonskull Summit as it is pretty cheap, and you have 8 come into play tapped lands.

So, once you fix that bolt issue, I'm a little afraid I've been misleading you in terms of what you want to be playing. If you want to be playing full out aggro, then Gruul aggro is almost certainly better. Fact of the matter is that Rakdos just doesn't have the cards to build a playable budget aggro. But, fear not! Because although Rakdos might not have a turn 3 or consistent 4 kill in it, it does have great disruption and an unstoppable turn 5 or occasionally 6 kill. If you want to build a hyper aggro designed for a turn 3 or 4 kill, then switch to Gruul where you get Ghor-Clan Rampager, Burning-Tree Emissary, and a pile of other nasties that can win more quickly. But if you want to play Rakdos, switch over to a slightly slower but very disruptive shell. Make your creature base something like Exava, Rakdos Blood Witch, Rakdos Cackler, Gore-House Chainwalker, and Dead Reveler for your unleash cards, then support it with Spike Jester, Bloodsoaked Champion if you can afford it, and other 1-drop 2 power creatures. Then run 4 Duress, 4 spot removal, 4 bolt, 4 Bump, 2-4 Madcap Skills, and 2 Blightning. I have no idea if it'll be better or worse than the current deck, but what you're trying to do right now feels like a bad idea.

I know, i know. Lightning Bolt is way better than Lightning Strike but the last time I checked the binders in the shop they only had Lightning Strike and Arc Lightning. I also know I can get them online but I'm not going to do that since an extra isn't a big pain in my ass. But for god's sake to stop you from posting on all caps, I'm going to change it (so it will also get those upotes). ;-)
Bloodsoaked Champion? Dude are you kidding me? I already have Tormented Hero. Bloodsoaked Champion can't block which is shameful since he's a "champion". And I should tell you this. I am going to make a Gruul deck so thanks for the recommendations.

What exactly is your budget? Because this is a really solid budget gruul aggro deck that is (no offense) much better than your rakdos deck and could probably rack up some wins.

It's about getting help with your decks or helping others with their decks or just talking with other people. So if you ask for help and people give it to you, you should listen. We will tell you when you have the best deck possible.
