This is my take on a simic sea-monster deck with Arixmethes, the Slumbering Isle. There are lots of cheap counterspells and ramp cards to get you on the board fast. Your goal is to kill with normal damage, or commander damage. Cards like Aqueous Form and Whispersilk Cloak make it easy to get damage with Arixmethes, the Slumbering Isle.

There are also some very powerful equipment such as Heirloom Blade and Loxodon Warhammer that lets you get more value out of fewer creatures.
