@theonyc: Turbo Fog decks are decks based around the card Fog and its variants. The point is to stop all incoming damage, and wait until your opponent runs out of cards in his or her library and loses.
Also, Fog not Frog. Unless that frog is Haze Frog.

theonyc Turbo-Fog: to draw both he/her and her/his opponent many extra cards each turn, locking out combat steps with fog like effects and eventually 'decking' the other player with Rites of Flourishing Rights, is the turbo part along with any other deck-raping/removal-cards.

funny, although I've seen it a couple of times i always think its turbo frog, someone should make that legacy deck, then put a link here so people can see how my mistake caused a kick ass deck (or maybe a lame one)

What I would do to help against burn decks is to have in my sideboard and just kill them with those. Between , and Blunt the Assault I think you will easily get over 30 life and then can just start entertaining yourself.
The extra cards in your sideboard would only increase your deck cost by a few dollars so it would even keep within the idea of budget.

Hey guys so I am going to reply to everything now because for some reason comments weren't showing up here for me, and thanks for all of the fantastic review of the deck! I recommend you read this because it addresses many similar problems addressed above, haha!
ALSO, keep in mind, Turbo-Fog is a deck variant based on using " has gotten several recommendations, and yes, I did notice my life total does go slightly higher than 20 a lot so it may be a decent sideboard or even mainboard option as a 1 of.

If you're considering splashing white and are already going to have large quantities of life to throw around, Norn's Annex may be worth looking into.

I WHOLE-HEARTEDLY agree with what Sytharos said about Norn's Annex I have a single copy of it in a deck I only play for fun and it wins me the game every time it comes out.

The thing with Norn's Annex is that with 2 or 3 Rites in play they will be getting a ton of land too, which they could use to attack you with. Plus, they're going to see that you aren't trying to win by depleting their life, so they will feel free to spend it as well.
Also, scratch Gitaxian Probe for the best anti-counterspell card available to you: Curse of Echoes. They cast their counterspell on you, and you automatically get one of your own which goes on the stack afterward, so you can counter their counterspell. Alse fits with the budget aspect.

i know it's expensive but you could always throw Snapcaster Mage in to flash some fog effects and have a board presence to block with in case you don't have a fog at the time

Snapcaster Mage is cool but if you flashback the fogs don't get reshuffled with Elixir of Immortality. Same goes with Think Twice over Divination.

The amount of mana they have only matters if they're running a deck with white. Many version of white now a days are extremely heavily creature based (via either tokens or white weenie or what have you) and you have to pay the cost on Norn's Annex for each creature attacking. Even if they have a vast amount of land, it will still be a heavy cost and slow them down. If it becomes a concern in the first game you play against a white deck, just sideboard Norn's Annex out for more Fog effect cards. If you are playing werewolves, zombies, or vampires, though, Norn's Annex would be absolutely spectacular.

Oh wow I thought it was either 2 colorless or 2 life. That seems like a fantastic option now.
Malekor, you should really make a sideboard. Just throw together a couple of good options from the comments (there are a lot).

mtuchler, the Norn's Annex cost 5 to cast 2W 3 colorless, to attack you they have to pay 1W or two life for each attacking creature, like Vault Skirge cost 1-colorless and 1-Black to cast so it's a turn two drop unless I pay 2 like and 1-colorless then I can bring it out turn one.
It's still a pain for white decks it you have 2-4 of them out.

I think white would do you some good in here. But first I would love to suggest Jace's Erasure, and a singleton Consecrated Sphinx. Either way, Jace's Erasure really speeds up the game and halves their clock for each one out. That is beneficial, as that gives your opponent a lot of less time to find a hole to punch through. I play a varient, and if I ever hit Rites of Flourishing + Jace's Erasure + Consecrated Sphinx, they pretty much had only a couple of turns clock.
Now to the white. White has some really cool stuff, especially Archangel's Light. It's like an Elixir of Immortality, that nets you like 20-30 life each go. It pretty much keeps you out of reach. Also Day of Judgment is very good. It's usually like 2 or 3 fogs in one, making your opponent have to start all over dropping creatures to even begin to attack again.

Okay so I have been screwing around and I'll try to make an update when I get home to my computer... I did toy with white and I like the idea. I thought of it only for Day of Judgment though, but Archangel's Light may work... I am going to add Jace's Erasure and as you said above, @Miasma, [[consecrated sphinx will probably be quite useful even as a singleton so yeah, thank you everyone for the help so far!

wow whats a turbo frog deck? i kind of know but i want a better definition, i give +1 to all no creature decks, even those i don't like, so because i like this deck ill defiantly give it a +1
