I'm trying to create an UR aggro mill deck (on a budget!) that uses Harness the Storm and cheap mill cards.

The idea of the deck is that you quickly fill your grave with cheap instant and sorceries to maximize the potential of Harness the Storm. To decrease the cost of instants and sorceries, I run a couple of Goblin Electromancers and one Jace's Sanctum because I have the card at my expense. I have Pieces of the Puzzle as my only self-mill spell, and perhaps I'll add Chill of Foreboding to mill myself even more, along with the opponent.

I have the following questions:- How many mill-spells should there be in the deck? Is 12 enough, or should I add more? And if I should, which ones should I add?- How many card draw/self-mill spells should I add?- I definitely should add some sort of control. My suggestions are Geistblast and Searing Spear. Should these cards be in the deck? What kind of control spells should I add?- How many lands should I add? I normally run 24. the cards in this deck have a low cmc, but I want to be able to cast multiple per turn, so how many is recommended? And should I run taplands (like Swiftwater Cliffs)?

If you have any suggestions, please take into account that I'm trying to be on a budget. Lightning Bolt is probably a perfect means of control, however, it's rather expensive. Pyromancer Ascension is not a cheap card either, but I have a copy at my expense, so I can add it to the deck.

I completely forgot that Brain Freeze is not modern legal. As it is a modern deck, Brain freeze got deleted from the list.
