I like where you are going with this varient of UR delver, but there are a few cards I would replace in your deck. Stormchaser Mage seems better than Young Pyromancer, as it turns your spells into direct damage, where with Young Pyromancer you have to wait a turn to attack with the tokens. As for the mana base, I understand if fetchlands are too expensive but they are really a step up over Shivan Reef and Sulfur Falls. Wandering Fumarole is an interesting choice that gives you some late game resiliency, but coming into play tapped is a serious liability. Izzet Charm can't deal damage to players, so while I really like the card in a few copies 4 might not be the right number, as you really need gas to win and drawing multiples sucks. Finaly, you've probably heard this before, but Vexing Devil giving your opponent a choice is a huge downside. It can't provide reach when you need it, because if they're at a low life they'll let it enter the battlefeild, and try to find a way to block it favorably or just bolt it ect. Additionally it doesn't have sinergy with any of your cards that care about instants of sorceries which is huge.

Vapor Snag, Spell Snare, Snapcaster Mage (don't run too many 2 drops though) Electrolyze, Slip Through Space (which is actually realy good), and Spell Pierce are all cards I would consider.

Also, looking back on your list 20 lands might be too much in a deck with a lot of filtering. 19 or 18 seems better.

i changed it up so take a look at what you like or don't like

you can change that if you plan on making the deck but i like a little late game support
