I upgraded before I read your post, but I will definitely be using some of your suggestions.
Rhystic Study , Skyshroud Claim , Sol Ring , Mana Vault , & Consecrated Sphinx will all be making the list eventually.
I can't use the Dimir Aqueduct or it's kind in my group, due to everyone having a little land destruct. It is too risky. If I had landfall, it would be different.
I can't block with Kodama's Reach , Cultivate , Coalition Relic , Nature's Lore , or Chromatic Lantern . Tajic, Blade of the Legion & Ob Nixilis, the Fallen on turn 3 need to be blocked.
Coiling Oracle , Farhaven Elf , Terramorphic Expanse , Evolving Wilds & Vesuvan Shapeshifter were cut to make way for Phyrexian Metamorph , Tezzeret the Seeker , Sakashima's Student , Frantic Search & Sylvan Library
Replaced 3 basic lands for the artifact lands since I am running Tezzeret the Seeker .
Doomgape & Phyrexian Soulgorger are both good targets for beefing up what ever Mimeo copies. Soulgorger is a sac engine and an early threat/blocker.
Massacre Wurm & Woodfall Primus are awesome targets for Mimeo in my group, and I rarely have a problem playing them at or before the 6th turn.
With Riptide Shapeshifter I can tutor for 15 different creatures. With abilities ranging from clones(Sakashima's Student & Phantasmal Image ), a counter(Mystic Snake ), a tutor(Rune-Scarred Demon ), targeted removal(Acidic Slime & Woodfall Primus ), mass removal(Massacre Wurm & Fleshbag Marauder ), card advantage(Prime Speaker Zegana & Mulldrifter ), putting creatures in the grave(Shifty Doppelganger & Body Snatcher ), offensive threats(Putrefax , Phyrexian Crusader , Blighted Agent , Blackcleave Goblin , Skithiryx, the Blight Dragon , Spirit of the Night , & Thornling ), blockers(Phyrexian Devourer ), mana ramp(Wood Elves & Sakura-Tribe Elder ).
I appreciate the help. Your insight has provided me with a Finished Deck, as soon as I get the cards you suggested.

I still think some artifact-based ramp would help you along, especially if you aren't including spell-based ramp.

I also want to suggest adding in Triskelion because it's a great combo with Mikaeus, the Unhallowed , basically you just machine gun youre opponents to death haha

While Palinchron is in play, pair Deadeye Navigator with it or clone it with Phantasmal Image. Tap lands, bounce, play... repeat until you have the desired mana, then mill your opponents completely(which would make you a very unfun player) and get meaningless tokens or mill one opponent and use the tokens to kill the others.

I hate playing against The Mimeoplasm, I just hate it! Having said that we can now move on :-)
Your deck looks good, but I think it has too many different strategies in it. I can see mill, infect, reanimator and tokens (Avenger of Zendikar). I think it would be better to concentrate on one or two different strategies and remove the other ones. Then use the free slots to help your own gameplan and to protect it.
For example if I'd include an infect strategy in my Mimeo deck, I'd put only one or two infect creatures in, which also have to offer some kind of evasion. The plan would then be to exile one of the infect creatures and Death's Shadow to get a one-shot clock on my opponent. So I'd say keep Skithiryx, the Blight Dragon and Blighted Agent and cut all the other infect creatures.
Most really badass Mimeo decks I've seen in my area were a mix between reanimator and selfmill and featured a lot of card advantage. hey played cards like Entomb, Intuition Careful Study, Frantic Search, Cephalid Coliseum or (if money was not a problem) a Bazaar of Baghdad to fill their own gy and spells like Animate Dead, Dance of the Dead, Victimize or necromany (which has an insane combo with Kederekt Leviathan!) to reanimate their fatties early or a Living Death for overkill reanimation. Other top tier reanimation targets I've seen were Jin-Gitaxias, Core Augur (you usually win if nobody can answer this on the spot), Vorinclex, Voice of Hunger and Terastodon
The biggest threats to a reanimator strategy are cards like Scavenging Ooze, Bojuka Bog (you should think about playing those two cards yourself), Relic of Progenitus or a Leyline of the Void. Also Blood Moon usually hurts a 3-color EDH deck pretty bad. Mikaeus, the Unhallowed combos nice with Glen Elendra Archmage and the archmage offers you cheap counter potential for any enchantment or artifact. Other good answer cards for your deck might be Voidslime (which can counter any spell or even Bojuka Bog's ETB trigger), Pernicious Deed or Gaze of Granite and any other cheap counterspell (Swan Song is cheap and most players don't expect it).
Other cards that offer you some protection against various things can be Homeward Path, Misdirection or Spellskite against spot removal.
I don't think that The Mimeoplasm is a good commander for a mill strategy. I think you can use the slots from Tunnel Vision or Altar of Dementia better, even if milling your opponent in one go with a Tunnel Vision is truly epic. I think you can do better. Keep Oona, Queen of the Fae if you want as she is an instant-win with the Deadeye Navigator

I also don't see Avenger of Zendikar doing that much in your deck. I think you'd be better off playing Consecrated Sphinx mainboard instead. I have the same thought about Tezzeret the Seeker , he has only 10 targets (3 of them are artifact lands) in your deck, so I think it would be better if you played some other tutor or dig card instead of him. Maybe try Forbidden Alchemy (selfmill is good in a Mimeo deck), Dig Through Time or Greater Good (it's sac ability also safes your creatures from being exiled so that they can be reanimated again - High Market or Phyrexian Tower are lands that offer you the same protection against exile).
Some Cards that I would think about cutting from your deck are:
Torrent Elemental - I hate anything that comes into play tapped and this card just doesn't do enough
Oversold Cemetery - good card, but you want to have your creatures from your gy on the battlefield and not in your hand
Flash - you already have Alchemist's Refuge and Prophet of Kruphix for this effect
Progenitor Mimic, Sakashima's Student and Clone - stick to the really good clones like Phantasmal Image and Phyrexian Metamorph and cut the rest in favor of some more fat

Consuming Aberration and Doubling Season would both be fairly good.
Feels like you need a couple more big creatures besides Death's Shadow incase mimeoplasm gets removed and you have to remake him. Some examples being: Doomgape, Ghoultree, Jokulmorder, Phyrexian Dreadnought (very needed), and/or Supreme Exemplar.
Some other lands you could add are Minamo, School at Water's Edge, Arcane Lighthouse, Rogue's Passage, Academy Ruins, Shizo, Death's Storehouse, and Boseiju, Who Shelters All.
Also I just wanted to make sure that you know Life's Finale can only tutor into an opponent's grave not your own.

I know that it seems as though I have too many things going on, but that Is what I want. There are so many ways that you can play Mimeo. I wanted to do a little of all those strategies(except Triskelion & Phyrexian Devourer). When I first stated this deck my goal was to make my Mimeo so different that no one would see what was coming next. While self-mill/reanimate is the most efficient strategy with It, the people I play against make that route too dangerous. This is a toolbox. Yes, I am aware that Life's Finale is only out of their library. In Mimeo it is a tutor, nonetheless.
These are the kind of suggestions that I am looking for: Glen Elendra Archmage Voidslime Phyrexian Tower Arcane Lighthouse Rogue's Passage Boseiju, Who Shelters All Minamo, School at Water's Edge
These are the kind of cuts that I am looking for: Flash Oversold Cemetery Avenger of Zendikar Tunnel Vision These cards have only one function and that function is already being handled by other cards.
The name is Urborg School for Mimes. Flavor and style is the most important factor of this deck. Dropping the other clones makes the name mean nothing. This is a Multi-opponent deck the four creatures with Infect are threats by themselves, all of which have some sort of evasion. This way infect can be a route for more than one opponent.
As for the newest addition, Torrent Elemental; It taps all creatures defending player controls when it attacks & comes with an ability to bring itself back from Exile. It coming into play tapped from Exile is fair & irrelevant.

I've always found Oona, Queen of the Fae to be too slow in Mimeo unless you are running lots of infinite mana combos. She really isn't necessary otherwise, not really on theme. I normally prefer Geth, Lord of the Vault
Riptide Shapeshifter seems a bit too slow. I would probably just add a tutor rather than him. Same goes for Shred Memory. Demonic Tutor and Vampiric Tutor would give you a lot more consistency.
Go for the Throat could probably become Victim of Night. It depends on your playgroup though.
Murder from the sideboard could become Hero's Downfall. Same card, but with an upside.
Nim Deathmantle could be a fun addition. It lets you save your creatures and reget some ETB triggers, plus it combos nicely with Palinchron and a sac outlet. Might be something to consider.
Fauna Shaman is Survival of the Fittest #2. Handy if you want more consistency.
Other than that, your deck looks very solid. I would maybe add a couple more boardwipes if you are playing multiplayer, something like Decree of Pain, but overall it looks fun to play and has lots of threats.

You are right about Geth. I just love Oona. This is not a competitive deck(though it can hold it's own in Competitive pods). I am going to figure out how to put both in.
Riptide is Unique. I have never seen anyone play it and I have only played 3 people that have seen it before. Flavor 1st. I do need to add the 2 Tutors.
Go for the throat has a less restrictive target & cost. Just in case I am playing against someone who cheats in fatties the first couple turns(*&%$ing Praetors). The only situation that Victim would be better is if someone put in a Blight/DarkSteel Colussus.
I have been meaning to swap the Downfall in for a while.
Deathmantle could really help this deck.
Fauna Shaman is so hard to find and even harder to trade for, but as soon as I get one, it will be in.
There are usually so many board wipes in my meta, that I tend to run just one. I should sideboard The decree, though.

I do really like Riptide Shapeshifter, I might have to get my copy out of my binders so I can throw it into my mono-blue EDH deck. It's just that you don't have many 9-10 cost creatures that can justify it's use, and your 6-8 drops all share creature types.
Anyways, I do like your deck. Sometime I'll have to playtest my Mimeo deck against yours.

Maybe Tainted Strike and/or Glistening Oil to go with the other infect in the deck. Tainted Strike is sweet because you can use it on any creature pretty much anytime. Ah, fun times :)

Those are just some starting suggestions. I think you would benefit most from streamlining your creature base and adding some more ramp and draw power.
