This list try to make everyone single cards of the deck 100% usable. The win condition is a sequence into a loop played when urza can exile your library. Preview, you need to get infinite mana and urza must be in play. Despite all this, the deck can win without urza in play. Finally, the win loop can be done in any turn, but need some specials considerations.
i want to thanks Shaper because after a conversation in urza's channel of Discord, i could tune somethings for the good way.
How generate infinite mana?
2 forms:

Dramatic reversal and isochron scepter in hand + for isochron’s cost + 1 or more permanents able to to produce 3 or more /.

Grim monolith and power artifact in hand + for monolith’s cost + to cast power artifacts. If you have grim monolith in play and is , you only need for power artifacts’s cost. but if he is when power artifact enter the Battlefield, you need for .
Prons

No in 100% of times, but technically both modes are 1 card-1 card combo’s pieces.

All the tutors of the deck can be used to go trough both modes, due power artifact is 2cmc, can be search it for muddle the mixture’s transmute ability (this is nice to mystical tutor, spellseeker and merchant scroll)

For scepter+reversal: create infinite spells and is synergic with urza.

For monolith+power artifact: can be the most economic form to create infinite and is no-urza’s dependent
Cons

Both modes are at sorcery speed

Both mode are destroyed by trickbind/stifle effects and can’t cast non-creature spells until the end of the turn‘s effects

Dramatic+scpeter need at minimum of board presence, and sometimes, without urza in play is a little difficult to do it.

Use the tutors of the deck to go for (monolith+power artifact) plan can be more slow or can be more expensive ( for transmute’s cost)
To assemble the sequence or win loop we need urza in play, but there are 2 ways to win without urza.
The Win Lopp
Once you get infinite mana and urza is in play, you are able to exile your library. Then, play this sequence:
- play hullbreacher;
- play cyclonic rift and bounce target opponent’s nonland permanent.
- play any instant/sorcery spell and counter it with swan song.
- play timetwister (or time spiral) and response with narset’s reversal;
- response with any counterspell (a) of the deck to narset's reversal, and then, response with all other counterspells of the deck to (a) as target;
- resolve timetwister (or time spiral)’s copy (timetwister or time spiral in your hand and narset’s reversal in your graveyard);
- exile your entire library with urza
Repeat [except (1) and (7) in your last loop and add (5) in the last loop] the steps named before N times, where N is the number of opponent’s nonland permanents in play plus the times you want to put in play swan song’s bird tokens..., and then, pass the turn. The result is no non-land permanents in play (except your owns) and all your’s opponent hands in 0 cards. You have severals bird tokens in play and severals counterspells in hand from your last copy of timetwister or time spiral.
if for any reason, you are not able to play swan song, replace (3) for: chain of vapor into urza and add (4) recast urza (assuming you have infinite blue mana, if you can't, fix that problem because you can play all the cards of your library for free).
old versions of the deck played boomerang as possibly replacement for narset, parter of veils into the win loop, but will cut due a the need of optimization in other lines of the deck.
How win without urza in play?
2 forms:

Dramatic reversal, isochron scepter and trail of evidence in hand + for isochron’s cost + 1 or more permanents able to to produce 3 or more / + for trail of evidence’s cost if you can’t produce blue with your permanents. Go for infinte mana and create infinite clue tokens, then draw your entire deck, change your board presence to create mana if is necessary and finally, assemble the win loop.

Dramatic reversal, isochron scepter and sensei in hand + for isochron’s cost + 1 or more permanents able to to produce 3 or more /. Go for infinite mana, play sensei and for draw, respond with isochron, resolve the copy and respond sensei to draw a card and resolve. The result is the top library card and sensei in your hand. Repeat to draw your entire deck, change your board presence to create mana if is necessary and finally, assemble the win loop.
The resilent combo (no actually)
The wincon of the deck can be resilent against trickbind effects, angel's grace effects, silence effects and/or ranger-captain of eos effects (can be work with hope of ghirapur).The next strategy only work if you decide to go to infinite mana with monolith+power artifact combo, urza is in play and you able to produce at instant speed. With , grim monolith in the beginning of the next turn if he was trickbind in your turn (the worst scenario) and make this loop to create infinite bird tokens (If your opponent play trickbind in urza, you don’t need and this method can be done with isochron+reversal combo):
- exile your entire library with urza
- cast quicken
- respond with any instant
- respond with memory lapse
- resolve the stack
- play timetwister or time spiral
- respond with narset's reversal
- respond with cyclonic rift to any nonland opponent's permanent
- respond with any instant
- respond with swan song to the instant in i)
- sure your graveyard's density (play all your counterspells if is necessary)
repeat to infinite. this is a safety mode to create infinite bird tokens in any opponent's turn because you have all the counterspells of your deck exile with urza.
Note: I made some changes in the deck due ikoria and c2020. I decided to cut the instant speed winloop, because was a waste of time... Urza have mayor troubles that need to be fixed first.
