If Usain Bolt wanted a cheap deck that was as fast as him, this would be it! Here are the cards and their purposes in the deck:
Rakdos Cackler: a one-drop that can still make a difference in the game.
Rakdos Shred-Freak: a two-drop that gives two devotion and can swing on turn two.
Archetype of Aggression: something for three that gives decent devotion and affects all your creatures.
Rubblebelt Raiders: a four-drop with good devotion and gets big fast.
Fanatic of Mogis: something to do with your devotion!
Thunder Brute: a good budget curve topper that either is over the curve and hasty.
Searing Blood: removal and extra damage!
Madcap Skills and Thunderous Might give your creatures a large aggro boost. Thunderous Might even makes use of devotion!
If you want to un-budget this deck you can:
Replace Rakdos Cackler with Legion Loyalist,
Put in Ash Zealot for Rakdos Shred-Freak,
Play with Boros Reckoner instead of Archetype of Aggression,
Swap Rubblebelt Raiders with Flame-Wreathed Phoenix,
Add Purphoros, God of the Forge instead of Fanatic of Mogis,
Use Stormbreath Dragon over Thunder Brute,
Choose Magma Jet or Mizzium Mortars as opposed to Searing Blood,
Put in a Nykthos, Shrine to Nyx or two for a couple of the Mountains.
