Penthoplayer I only have 15 blue permanents rarely do I actually obtain a decadent threshold of blue devotion. I'll try it out though.

Thank you Mr_Manuelgb. I left Mind Spring out for a couple of reasons.
First and foremost it is a sorcery speed.
And secondly it can not target an opponent for an alternative win condition.

Shane.Allen I think it'd be hard to slot in to a tri-color deck because of the UUUU casting cost. however if any tri-colorate could do it yours probably could.

pretty cool. reminds me of a friend's Kira, Great Glass-Spinner deck.
I thought i'd mention to you that the tag "cruel control" refers to an old modern archetype that built around winning with Cruel Ultimatum. thought it was a little amusing to see a mono-blue deck with that tag =P

I have it listed under Cruel Control because of a couple reasons. Other I have played against have described it as cruel and I have seen other deck in there not focused on Cruel Ultimatum and not even in the colors in some commander decks cases.

I have a lot to suggest for your deck, hope some of those suggestions will be helpful:
Counterspells:
- Arcane Denial - no comments, it is just very powerful counterspell and draw spell
- Swan Song - For just one mana it can counter so many things!
- Delay - nothing to say, very fast counterspell
- Unsubstantiate - very versatile counterspell
Tutor and draw spells:
- Intuition - All you need is to create a situation in which any choice for Your opponents is not the right one
- Thirst for Knowledge - I would use it instead of Frantic Search
- Mystic Confluence - much better then Jace's Ingenuity
- Mystic Remora - very good in early game
- Transmute Artifact - can help to cheat Knowledge Pool or Mass Removal artifacts
Creatueres:
- Archaeomancer - recurrence, and it can create realy powerful combos with Deadeye Navigator + Palinchron
- Peregrine Drake - additionaly to Palinchron
- Phyrexian Metamorph - much better than Copy Artifact
- Spellskite - protection for your combo pieces
Creature hate (I highly recommend You to use at least one of these):
- Rapid Hybridization
- Pongify
- Reality Shift
- Duplicant - weapon against Iona, and reusable with Deadeye
Lands and mana:
- Grim Monolith, Mana Vault - speed up your deck
- Crucible of Worlds - this is a realy powerful staple card for any deck
- Misty Rainforest, Scalding Tarn - I highly recommend You to use all the fetchlands you can afford
- Strip Mine - it is much better than Wasteland

Thanks Matrixxx999 for taking the time to come up with suggestions. Id like to not before going in to this, like all commander decks its very hard to edit the cards in the deck sometimes it feels like pulling teeth.
Counterspells:
- Swan Song Is supposed to go in once I find a card worth replacing it with.
Arcane DenialI have thought about running this however the fact my opponent gets to draw cards has kept me away.DelayI have found that Remand has this one beat. I would rather my opponent recast hen get the card in 3 turns.- Unsubstantiate Lobe this counter however room is my only issue.
Tutor and draw spells:
- Intuition I have issues with this tutor in this type of deck. I might just need to warm up to it though. Maybe.
Thirst for KnowledgeI run Frantic Search because it lets me untap and cast more and larger spells after casting. I found the the discard 3 isn't a big issue- Mystic Confluence All ready in the works, I just need to get it
- Mystic Remora Thought about this, Been thinking about it for a few weeks now. but rooms the big issue.
- Transmute Artifact Once I get the finances I will be adding this if i can find room.
Creatures:
Peregrine DrakeI didn't add this because Palinchron can combo off by himself. where I have to have Deadeye Navigator to enable rooms tight so he didn't make the cut.- Phyrexian Metamorph agreed
SpellskiteGood creature, however if I play any combo piece it'll be protected by Teferi, Mage of Zhalfir on my turn. and if I can't cmbo off that turn I'll sandbag it.- Archaeomancer I might just cut Vendilion Clique for him. He hasn't done anything for me in my meta
Creature hate:
- Duplicant Yes! Never actually sat down a read this one
Reality Shiftway top risky in my metaPongify, Rapid HybridizationI need sweepers more than spot removal. Often get the table after me
Lands and mana:
Crucible of Worldsgood card I make staples in all of my EDH decks however this deck has preformed differently and I haven't found it necessaryStrip MineVery true, however the only lands I want to blow up are non-basics like Cabal Coffers and Gaea's Cradle- Grim Monolith, Mana Vault rooms the issue
- Misty Rainforest, Scalding Tarn I have been told this by numerous people. its just down to getting the fetches.

Great Whale is good for a second infinite mana combo. It works with Deadeye Navigator and also Capsize with High Tide

@ beastyboya Memnarch is used as a common "infinite mana dump." He lets you gain control of all permanents and basically win. (unless your opponent is running a nice suspend deck that is)

Thank you @Hezthegod for answering the question. I have been busy and haven't had the time to get on much.
@beastyboya everything he said about Memnarch is correct, however I have plans to remove him. I just don't use him, if I can there are better things I'm doing too.

A few potential sideboard options for wishing are Opt for filtering, Stifle for one-off triggers, Summary Dismissal for Eldrazi, Time Stop for taking an extra turn if it's 1v1, or stop someone from winning, Unsummon for more pesky creatures like Damia, Remove Soul for general creature counter, and Spell Pierce for non-creatures, since I can't come up with a better option right now. I'm trying to keep low mana costs on this, since you have to add Wish's mana cost when figuring these out.
