UW Control without Teferi or Emperor so kinda budget.

Without Teferi, Hero of Dominaria, I feel it is difficult to play Portable Hole main deck. We lack card draw to compensate for the cases Portable Hole is a dead card and of course of an answer to whatever bigger threat there is on the battlefield.

It means we should win the counter war first, playing a draw go tactic, and eventually bounce things we can't deal with with Divide by Zero. Environmental Sciences is not bad (lifegain and land is great for UW control) and Mascot Exhibition ends quickly the game without answer, damage race can be winnable.

Censor and Jwari Disruption   work well with 6 in the deck, early counters should be reliable (also with Dovin's Veto). Absorb and Divide by Zero also work afterwards. We can also bounce opponent's veto, which sometimes is great (uncounterable is still a bounceable spell). Fateful Absence and Azorius Charm work as spot removals, charm is still great for its versatility, and I am currently wondering if I should use more copies of it. Supreme Verdict is a 4-of and should remain so (except against creatureless decks).

Draw engine is made with Sphinx's Revelation and Hieroglyphic Illumination. Lots of cards are cyclable, which should accelerate finding an answer card for most cases except very fast aggro (side has 3 Portable Hole for that).

Main wincon is Shark Typhoon and Gideon of the Trials, I feel these cards are so great. Hall of Storm Giants, Gideon, Ally of Zendikar, Elspeth, Sun's Nemesis and Mascot Exhibition also work as backup plans. If the battlefield is stabilized and the way is clear, using these cards close the game quickly.
