Have you thought about playing Kiki-Jiki, Mirror Breaker as a combo finisher with Restoration Angel? Also just seems nice in a deck with a bunch of etb creatures.

In a deck like this you dont want a card that is only good when it wins you the game.
The current metagame is filled with bolts.
The UWR Kiki Control list is only good when Jund is dominant as it dodges Inquisition of Kozilek and Abrupt Decay.

I would cut 1 Snapcaster, 1 Remand and 1 Geist for 1 Dig through Time, 1 Plains and 1 Forked bolt.
Also shocks should be 2 Vents, 2 Fountains and 1 Sacred Foundry.

The reason I went 3 and 1 on the shocks is that I had so few red sources. Or does it not matter because of all my fetches?

I suggest you look Jeff Hoogland's UR Fae list on The Meadery Mtg on Youtube.
This changes everything we have discussed. Mutavaults have value and I have no experience with any tribal aspects.
You only have 3 red spells maindeck, I never have an issue with mana and I have Anger of the Gods. Just focus on what you need to fetch whilst your playing. Not just what's in your hand but whats in your deck.
if you want to run spellstutter look at Jeff Hooglands and if you want to add the White splash for Giest and such then I can help you sort it out :)

It's just so hard jumping into eternal formats. I've never played modern before. I don't know what's good, and I don't understand the meta.

You're fine with the 2-2-1 split for shocks, because fetches make everything better. I do recommend you go to 25 lands to add a basic Plains, cutting a Remand.
Other changes I'd advise making: -1 Remand (down to 2), -1 Restoration Angel, -1 Dig Through Time, -1 Lightning Helix, +1 Electrolyze, +1 Cryptic Command, +2 Spell Snare.
I feel that with four Snapcaster Mages, you can really only afford one Dig from my experience. I think Resto costs too much to be playing three, and Remand is generally not something you want four of in Jeskai Geist. I like the extra Electrolyze given the metagame, as well as a third Cryptic Command and access to maindeck Spell Snare.

Metagame depends if you are planning on playing at PTQs or just FNM.
At the moment, UR Delver, Scapeshift, Twin, Affinity and Bogles are popular on MTGO. Pod is always a popular deck.
The only way to understand the Modern Metagame is through practice and research.
I agree with GlistenerAgent's suggestions. Although I would cut a Snapcaster for a Dig through time as Dig is such a powerful affect.
Cryptic is good against more midrangy/co trol decks but I usually side it out against Delver so I dont know if 3 is worth it. Spell Snare is great. Definitely worth adding.

I just chose 3 Resto because every Resto is a Snapcaster Mage or a Vendilion Clique.

No its not, every resto is a resto. To target snapcaster, you need twice the mana to cast it. And that's only is you happen to have one in play.
There are different kinds of America Control in the format, and the type that plays resto, playes it becuse it also protects the 4 Geist of Saint Traft's they are running, and probably also a lot more creatures. Since you are not taking that rout, you should really just ditch it completely.
Having two can be fine, but I would honestly take them all out for 1x Remand, 1x Snapcaster Mage, and 1x Cryptic Command.
Of cause its your deck, so you can play how you like. And its already very strong, :P

I really only like resto because it evades bolts and gets more triggers on my other creatures. It's also a fatty.

I have to agree with cutting a Restoration Angel for a Snapcaster Mage, just because the latter is a whole lot better in your deck. I might consider cutting the Angel entirely for Keranos, God of Storms and another Cryptic Command. The Batterskull is also entirely unnecessary.

The Batterskull is certainly cuttable for the fourth Snapcaster Mage. You should also find room for a third (possibly fourth) Cryptic Command.

you only have five nonfetch lands in your mana base, not providing blue mana, you should be safe.

Negative, In the current metagame, Cryptic Command is underwhelming and often sits on the bench after game 1 from my experience.
Sphinxes Rev is a laughable inclusion as with Dig Through Time in the format its just worse. The format is too quick for it.
As for the maindeck 5 mana wincons I actually agree. Being proactive is a good thing. Making your Delver opponent deal with your threats is great and can win games.
Mana Leak in a deck with Path isnt great, It annoys me having this in my deck and makes we wonder if Dispel and Negate are worthy main deck inclusoins.
Also 3-3 split on the Snapcaster Mage to Dog is ideal.
