Just a few forced graveyard interactions with Deathrite Shaman and a few good blue mill cards and what top-decking blue deck is complete without a Delver of Secrets   or four?

It's still a very rough deck idea that needs some testing

And this deck is definitely missing Snapcaster Mage. I'm also considering Quirion Dryad due to the number of cantrips in the deck
