This is for a gift exchange event held in Smyrna Georgia. The rules are every player builds a two copies of the same 40 card partner deck. Each player takes one of their copies and puts it in a pool. Each player is then presented with another 40 card partner deck. Each player is also presented with a 20 card pack of "staples", such as Command Tower, Arcane Signet, Sol ring, etc.

You then combine the two 40 cards and supplement to get a Commander deck to play with.
