Main Deck Explanation
Like every fun game, there are the players, the Carries that take the team and just puts them on their backs and wins. And then there are the players, the *Supports that are riding on the back of the Carries as they are brought to victory.
In this case, one might say the creature base, for example Pack Rat and Desecration Demon, are the Carries. They're the Win Conditions. They beat the ever loving shama-lama-ding-dongs out of the enemy.
And then one could say the instants and sorceries like Hero's Downfall and Abrupt Decay. They're just there to help kill things. Clear the way for the Carries. Make sure the Carries are able to bring them all to victory.

Golgari Charm is the MVP of this deck. Let me explain to you why:

It kills enchantments. That means, Detention Sphere, Chained to the Rocks, and every God weapon. [Note]: Abrupt Decay and Putrefy also help in that respect.

Sideboard Explanation
Deadly Recluse is a broken 2-drop. Stops the biggest dudes with Reach and Deathtouch. (For example: Stormbreath Dragon, Blood Baron of Vizkopa, Desecration Demon, etc.)
Golgari Charm because goddamit, sometimes you just want more.
Mistcutter Hydra has pro-blue and haste. Oh, and it can't be countered.
Skylasher has pro-blue as well, but flash and reach. Oh and it also can't be countered.
Pithing Needle just stops things. Forever. Ok, not really, but for a really long time.
Ratchet Bomb is here as a boardwipe.
Sylvan Caryatid is here if I ever need more ramp or blockers. See Tweak Update 3.
Reaper of the Wilds The hexproof, scry, and deathtouch was just too strong, I have an extra one for control.
Putrefy was moved from Mainboard to make room for Downfall.
