Mostly Shadows Over Innistrad cards with a splash of Return to Zandikar block.

Strategy:

Startled Awake  , losing 13 cards in one go is a major hit to the opposition, Talent of the Telepath is an excellent dual purpose card, providing a free spell and 7 cards of mill all for 4 mana and Manic Scribe provides a body against rush decks and per turn mill in the mid to late game.

Fleeting Memories, Erdwal Illuminator and Trail of Evidence combo nicely to supply plenty of draw and loads of additional mill especially if you can get out multiples. Tamiyo's Journal will supply clues on a turn by turn basis for consistency as well as allowing you to tutor up the other Startled Awake   and Talent of the Telepath to ensure that you keep the pressure on.

Press for Answers, Invasive Surgery, Skyline Cascade and Jace's Scrutiny are basic control to keep the field state favorable and Dampening Pulse to keep the creatures weak.

Crush of Tentacles and Part the Waterveil are the big fancy finishers. Crush of Tentacles provides an 8/8 and a mass bounce and Part the Waterveil is just good business once you have good per turn mill.

Sideboard:

Against creature heavy decks, prioritize Crush of Tentacles, Dampening Pulse.

Against creature light decks, focus on Endless One and Geralf's Masterpiece, they're big enough that they'll beat down an opponent pretty easily.

The rest will help keep mill and draw consistent if you're finding it too difficult to drop those last few cards.
