With all the things going into your graveyard, Murderous Cut (or anything with delve for that matter) seems really good. So Treasure Cruise should definitely have a place in your deck also.
And maybe also throw in 1 of Extinguish All Hope, just in case the board is not in your favor.
A 1 or 2 copies of Brain Maggot would work really well also. It's not discard, but it gives you more control over your opponent's hand and an extra body.
Also, if you're looking for more control, throw in Dissipate along with Dissolve.
And something to note: you don't want to use Sign in Blood on your opponent. The last thing you need is your opponent to draw a response or their win-con 2 turns earlier than normal.

I don't know about Extinguish All Hope and its heavy CMC. I prefer Bile Blight, but I'll try giving it a shot, or maybe sideboard it
Brain Maggot is another nice suggestion, but I don't know what i should replace for it
For using Sign in Blood for the opponent, I always make sure i got discard spell(mainly Rakshasa's Secret) and their remaining mana. If those condition is not fulfilled, then I just hold it back or use it on myself.

I would put in Read the Bones instead of Sign in Blood as it provides searching through 4 cards instead of 2. I would also deffinetly reccomend Treasure Cruise, as it is overpowered and cheap (for now). I love this budget tho! +1

I've been pondering whether to use Sign in Blood or Read the Bones before, but ultimately i chose Sign in Blood for two main reasons:
It complements Waste Not mana gain perfectly, where i can cast it for free if the opponent discard a land
I can use it on my opponent. Mainly i go this road when i got Rakshasa's Secret or Mardu Skullhunter in hand to play immediately
And Treasure Cruise is a must-in for its practicality

I like the idea too, but I see one overwhelming problem: once your opponent get's something on the board you are pretty much done. I playtestet against my heroic deck (deck list: What Doesn't Kill You Makes You Stronger).
Game 1: I got out 2 creatures and you had a Black Cat on board. I waited for Aqueous Form untill I attacked. Waste Not didn't show up and the discard didn't matter anymore since I was easily outdamaging you on board. 0-1.
Game 2: You started out with Despise and I discarded my only creature. From there on I ate 2 Rakshasa's Secret and only thing I topdecked were mana and noncreature spells. Total demolition 1-1.
Game 3: It was my turn to start and I saw Plains, Island, Favored Hoplite, Stratus Walk in my hand. At that point I knew that I won the match. Turn 4 1-2.
My suggestion: Get in 4-6 removals mixed between Murderous Cut and Bile Blight as you like. Maybe 12 Creatures is a little bit to much in a controll deck, like 7 draw spells is. You might look to replace some of them. I personally would replace all Divination and Siren of the Silent Song with 3 Murderous Cut and 3 Bile Blight.

Yea, aggro and puny token deck can overwhelm this deck if they get their gears on early, that's why you can see that I side some removals on my sideboard.
Also dunno why i forget to include Murderous Cut in there XD

Since you already have some blue in there, consider Jace's Archivist or Whispering Madness. They provide tons of triggers for Waste Not, and then replenish the hand so you can continue to trigger it even more.

I just noticed another cool card in FRF, Fascination!! It doesn't only refill my hand, but also my opponent's, which i can clear immediately!! It's other modes, milling, also synergises well with one of the win-con, Empty the Pits
Also note that all cards in the Maybe board are what you could use to un-Budget-ize this deck

I know, he's not necessarily budget and has no synergy with Waste Not, but I'd run one Ashiok, Nightmare Weaver. He's amazingly strong, a brutally great win condition and just... he's all the things.

Really like the blue splash. I've been testing a similar deck but with green splash for Tasigur and it's been working fine but could definitely be improved. Anyways love the deck +1 :D
