I have wanted to make UW Control for a while (I want to do esper eventually, but admittedly I'm not very good at putting together 3 color decks outside EDH) so here's my goofy take.

The idea is to use cantrips where you can to fuel dreamtide whale and keep it alive, while using flusterstorm to do so on an opponents turn, and if you're able to get a Planeswalker out at the same time, help them by proliferation. Obviously snapcaster helps this as well. Suggestions for cards that would help with this loop would be appreciated. Anywho, would love feedback.

*Edit, just so it's recorded here - quite literally a day after I finished making this, Riptide Gearhulk was spoiled and boy, is that the azorius finisher I was hoping for. Guess I'll have to make a new UW deck.
