Crypt Incursion is WAY less useful to you than Whip of Erebos - I understand that it can shut down decks that have grave access, but it does not help you other than some rather mild healing. Rise of the Dark Realms would get all of the creatures out of EVERY graveyard.
Archive Trap is an awesome modern card, but a pitiful EDH card. it hits hard one time but it doesn't directly combo with anything! 13 cards sounds like alot, BUT in any multiplayer EDH game were you have several piles of 100 cards to move into the grave, 13 cards is not nearly enough. MAYBE I'd play it in 1v1 EDH, but I rarely play EDH with only one opponent.
You're missing Bonehoard! This card makes any one of your creatures HUMONGOUS (which can help you win via Commander damage)!

Well, Whip of Erebos is good you are right. If Crypt goes, then it may be for that. Rise of the Dark Realms is unfortunately hyper expensive, often countered, sorcery speed, and doesn't grant haste. I cut it from a much earlier build for a more reliable creature like Wrexial.
One reason for using Archive Trap is that I have a foil one. Also, the "Trap" emphasizes the dangerous nature of the Dimir. Plus it is a 'free' 13 milled and Lazav trigger (by which I mean, it still costs me a card) I mainly use it to punish tutors like Liliana, and Vampiric Tutor and fetchlands.
Bonehoard is not missing by accident. It is a 4CMC equipment that costs 2 to equip and only counts creatures. If you know of a cut I may reconsider it. Maybe Strionic Resonator, but I don't know. It just seems fairly costly. I even recently cut Nighthowler and Wight of Precinct Six because of the restrictive, vanilla nature of their abilities..

Strionic Resonator could be helpful. Sakashima's Student is always fun. Phantasmal Image seems on point.
Spell Crumple/Hinder+Tunnel Vision seems fitting.

Thanks for your feedback. Mentioned in my updates, I have recently sided out the Resonator and Phantasmal image to try out a couple cards. I may, however be inclined to re-include the resonator in place of Sol Ring, since i rarely need extra coloreless mana. Regarding the Student, I think there are better clones for cheaper, such as Cryptoplasm or the Image i already mentioned.
The Tunnel vision combo is single target only, and I don't want to just snipe just one of my friends from the game. It really just feels a bit cruel to OHKO a person, and then I have to deal with the wrath of the remaining players after I spend all my mana on a Tunnel Vision.
Oona is an expensive creature,and although I've considered adding just her in place of one of my other 5+ CMC's the rest of the package is unnecessary weight unless I run Oona as the dedicated commander and can rely on having her at the same time as all the other pieces. I will see about Oona in the future, but like I said, a dedicated package shifts my focus too far in an already distractable deck.
Again, thanks for your comment. I'm sorry to be so curt, but I've already given these suggestions plenty of thought and they just didn't make the cut. If you had provided more reasoning you may have swayed me, but each card in this deck has been carefully weighed.

Sakashima's Student is great not just for it's clone ability, but the ability to get a creature back to your hand for reuse, but I understand. I was going for more Fun oriented suggestions due to your description. Primarily, this part, "but budget, flavor and fun are the primary concerns!'.

Ohmygosh. ILovedimirandILoveLazavdimirmastermind! Okay, I love this deck. Dimir was always my favorite guild, and Lavaz was always one of my favorite cards. Him as a commander in a mill deck ( one of my first competitive decks) brings back memories. +1!

I suggest Mindcrank; gives you extra milling for dealing damage, and is an auto-win with Duskmantle Guildmage.

@InchZer0, I think Diluvian Primordial is fine. I haven't included him because I tend to get a bit more value recurring creatures, which allows me to have a decent boardstate for defending myself. For this end I chose Sepulchral over Diluvian. Also, I tend to prefer recurrrable effects over non recurring ones, so I like to think that Wrexial is like a recurrable DIluvian with a better body. I defeinitely wouldn't fault anyone for running a variation of this build with Diluvian. If I were to cut something for it it might be either Memory Plunder or Keening Stone, since they are often a bit underwhelming.
@Angry_Potatoes, I actually already have Mindcrank included in this list under utility. It also combos with my Bloodchief Ascension.

I would recommend Puppeteer Clique. Fits great with what you're trying to do and has persist so you can get double the use out of him.

@ forged, Thanks for the recommendation. I have seen Pup Clique in a few other lists as well, but what I don't necessarily like about it are about 3 things. 1) opponents' graves only, so I can't recur a big fatty of my own if i need to, such as Lord of the Void or Consuming Aberration. 2) The recurred creature only stays around for one turn, limiting the usefulness to either something with a huge ETB effect or that can swing for a win that turn. 3) the creature is exiled afterward and then is no longer accessible to other things. In some ways, 3 can be a good, strategic choice. But, since Pup doesn't have flash, I can;t use it as a response to, say, Mimeo or Karador.
The final nail in the coffin is the 5 CMC. My 5drop slot is packed already, and I can;t see something I would rather cut for the Clique at this moment. If you have suggestions, I'd like to hear them. I would also like to hear any responses to my criticisms of this card, if you like.

Changes I would suggest:
Speed: you have a considerable number of high cmc creatures. I think these cards will help you establish your game earlier so..
Heartless Summoning, Grim Monolith, Mana Vault, Dark Ritual
Others:
Monastery Siege - gives you options and a chance to discard creatures to reanimate.
Insidious Dreams - can be used to discard cards you want to reanimate while tutoring for reanimation.
Rise of the Dark Realms - big mid to late game move. Potentially a game-winner if it resolves. Works very well with the mill theme.
Consecrated Sphinx - raw power

I'll consider Heartless Summoning. What I don't like about it is the -1/-1 clause. It puts a few of my creatures in pinging range, and all of my tokens. I could see maaaaybe cutting Sol Ring for it, if the debuff isn't back-breaking.
As for the mana rocks and rituals, I'm fairly happy with my mana so far. I haven't noticed any major issues, and those rocks won't help me cast my general any faster.
I don't want to discard cards or pillow fort with the Siege, and Insidious dreams is disrupted by my Mesmeric Orb and Memory Erosion. My reanimation package just isn't full enough to deal with discarding a card turn after turn.
Rise is certainly powerful, and I'll give her another chance, but it always seems that it is hard to resolve, and i have to wait a full cycle to win afterward. Not to mention that some cards (Undead Alchemist, Doppelganger, LotV, and Bog) interfere with how many creatures I get.

Szadek, Lord of Secrets and Nemesis of Reason would both fit awesome in your deck, though I'm not sure if the nemesis fits the flavor you're going for.

Also, maybe you didn't carefully read Whispering Madness, but they discard their whole hand. I have used it to great effect post C-Rift. Discard allll those nice Ruric Thars and Avacyns and Xenagods. Thanks for the Hexproof Indestructable Lazav. And also, draw 15 cards. Just that much less to mill. Still, really appreciate your time and effort.
