I could see the Swords to Plowshares but the Force of Will is outside my price range though. How would you go about putting them in?

Yeah, I was going to suggest ABUR duals next.
I'm pretty bad at legacy and I don't know enough about the format to give good advice. I have to say that neither Rift Elemental or Obstinate Familiar seem like they're worth it. Mass Hysteria will help your opponent more than you. Some Counterspell, Ponder, 1-2 Supreme Verdict, and probably 2 Spell Pierce too could help the deck. You want to be playing more of a control deck in my opinion. I have no idea if Remand is legacy playable, but if it is I'd consider a few because they draw you a card as well as stall the game.

I would think you'd want to go full HAM on the draw 7 plan. Reforge the Soul seems like you'd want it here, along with Howling Mine effects. There's also Painter's Servant + Grindstone. While Painter's Servant doesn't go infinite with Sphinx's Tutelage, it sure does make it more consistent.
I'm definitely not liking Wheel and Deal or Obstinate Familiar. They're counteractive to your Sphinx's Tutelage. I think Laboratory Maniac and Mass Hysteria are a bit redundant as well.
Gitaxian Probes, Ponders, any 0 or 1-mana cantrips, and fast mana (Lotus Petal, Chrome Mox, Simian Spirit Guide, etc.) seem like they'd be good here as well as they'd allow you to dump your hand and immediately refill.

Ooo I didn't know about Reforge the Soul and Obstinate Familiar is a back up survival mechanism to Laboratory Maniac so I don't deck myself out. Mass Hysteria was to use Magus of the Wheel the turn I play him it's an easy cut me thinks. Wheel and Deal is fun but I think your right it's not all that good. Maby Chrome Mox as refilling my hand isn't all that hard... thanks for the ideas! Will make some changes after I ponder it a bit.

Another thing I thought of after I posted was having main-deck graveyard hate, like Leyline of the Void. Then, you could play Diminishing Returns and Time Spiral, which are two of the most degenerate draw-7s in Legacy. Black splash could also open up Infernal Tutor, but you'd probably need Lion's Eye Diamonds and those are likely out of your budget.

Did some more playtesting with it. The power is definitely there, but I think you want some type of fast mana. I haven't been able to win via Laboratory Maniac, so that seems like an obvious cut. You could also drop down on lands if they get replaced by fast mana.
I also think we didn't realize just how good cascade is in this deck, either. Playing something like Shardless Agent means you can flip into Ancestral Vision, Lotus Bloom, or Wheel of Fate. You might consider this an option instead of Laboratory Maniac if you don't want to go for Chrome Mox et al.
Lastly, since you're on a budget, Misdirection seems like it would be strong in here to replace Force of Will. I say that because it stops Abrupt Decay from hitting your Sphinx's Tutelages, whereas Force of Will doesn't. At the very least, I'd say it needs to go in the sideboard.

Stomping Ground because you'll want fetchlands to go with Brainstorm. Hell, I'd even say fetches with basics in general are better than messing around with shocks. Something like 4x Wooded Foothills and 1x Stomping Ground.

If you have budget restraints I'd look at picking up some fetchlands(as they will only go up in price) and using basics and the new fetchable BattleDuals. In a deck like this they can be good as going Island-Island(or)Mountain-Cinder Glade or any of the uppcomming U/R or U/G duls will fix your mana, the cycle will likely be compleated in Jan whe the next set is released. You would want around 10 fetchlands for this to work optimally but it would be a really nice budget option. And help you out in the long run as fetchlands are nessecary in eterna formats.

Day's Undoing doesn't work with Sphinx's Tutelage. The rulings on Day's Undoing are such that it exiles all effects and cards on the stack as it resolves, so the triggers on Tutelage will never mill anything, unfortunately.

The problem with Painter's Servant is that it does not interact with Sphinx's Tutelage like it does with Grindstone, but yes it does make the tutelage go off more than once, on most activations. I would Suggest at least 2 Grindstones. Also how do you beat any deck with a card in it that reshuffles like Emrakul?

First off, I like this idea, but I have several observations/suggestions.
4 Time Spirals may be too many. 6 mana is a whole lot of mana in legacy. Also, if you drew a hand with more than 1, you'd most likely be looking at an auto-mulligan. You are not suffering from a lack of wheel effects.
The Sneak Attack/Emrakul plan is cool, but the odds of it happening with both cards as a 1-of are incredibly low, even if you draw dozens of cards. Emrakul's shuffle trigger could work against you a little bit in terms of finding whatever pieces you need at the time, because you're reversing the whole process of deck-thinning that happens from wheel effects. Sneak Attack does make Magus of the Wheel better, but again I can't help but get back to how concerns over how much mana it would cost to do all that.
I'd consider adding Lotus Petal and possibly more countermagic. Having your Sphinx's Tutelage countered would be a tempo nightmare.
Are you familiar with Whispering Madness? It's Windfall that costs 1 more black mana and has cipher. It may be easier and quicker to get off than Magus. Of course, you don't have black right now, but maybe a black splash would be beneficial?
Getting back to the counterspells, you could also consider Red Elemental Blast and/or Pyroblast. Painter's Servant turns those into 1 mana hard counters.

First off, +1 from me. And I am a Grixis player. Nicol Bolas' Machinations is my baby. To be more specific, I am a grixis, storm, edh, vintage player. I adore wheel effects, and I build decks with the soul reason to enjoy them. Following that reasoning I recommend using Reforge the Soul and Waste Not together. If it is a true legacy deck, you have Brainstorm and Sensei's Divining Top at your disposal and I say take advantage of it.

I'd splash white for Enlightened Tutor and add some more legacy staples such as Force of Will to help it be competitive. If you add white, you also get Swords to Plowshares and other good hate cards, which will help a lot. Moat is another good card to use. Good luck!
