This is a competitive Grand Arbiter decklist based off of "[Obey] - Competitive Control" by deadmanwaltzing. This, however, is a budget version of that deck.

As per deadmanwaltzing's description, the goal of the deck is to ramp mana fast using plenty of rocks, deploy stax cards to slow down and address the strategies of opponents' decks, and tutor up Isochron Scepter and Dramatic Reversal. This can be used with mana rocks that tap for at least 3 mana to generate infinite mana (hopefully of any color through use of Prismatic Lens) so that we can gain access to a few wincons.

With Isochron Scepter and Dramatic Reversal :

  1. Psionic Gift : With infinite mana, we play this enchantment on a creature of ours (most likely Grand Arbiter, himself) and activate the tap ability each time we use dramatic reversal to untap all of our nonland permanents. Slowly but surely, we kill each opponent (and each other creature if we want) 1 damage at a time.

  2. Blind Obedience : Again, with infinite mana (although we need infinite white mana for this), we can cast Dramatic Reversal infinitely and pay for the extort ability of Blind Obedience each time, gaining a ton of life while draining everyone else down to 0. This is also helpful against decks with damage prevention.

  3. Capsize : Infinite mana means we can play capsize infinite times, paying buyback each time. Thus, we can bounce every single permanent all opponents control. Thus, the game turns into a pretty firm hard lock.

With Isochron Scepter and Paradox Engine (in this case, the Engine does what we needed Dramatic Reversal to do before. Thus, we can experiment with the Scepter):

  1. Cyclonic Rift : If we don't have access to Capsize, but we have infinite mana, we can bounce everyone's nonland permanents infinitely with Cyclonic Rift by exiling it under the scepter.

  2. Sculpting Steel + Swan Song : Have the Steel enter as a copy of Isochron Scepter, imprinting Swan Song. We can imprint any 2 mana instant on the original Isochron Scepter and infinitely counter it with the swan song scepter. Through this, we get infinite swans that we can swing for lethal with! Pretty janky, but definitely the funniest part of this deck (noted, this wincon was pointed out in the original deck's description. Had to include it here.).

  3. Silence : Infinite casts of Silence means no one else can every play spells. An opponent can attempt to cast an instant in response to the first Silence cast on their turn, but with Paradox Engine we can immediately respond with another cast of Silence that will resolve first.
